경제위기 이후 유로존의 경제적 수렴 여부에 관한 연구: 거시경제불균형 지표를 통한 분석

초록

이 연구는 경제위기 전후 EU/유로존 내의 경제적 수렴여부와 불균형 정도를 판단하는것을 목적으로 하였다. 이를 위해 거시경제불균형 지표를 활용하여 EU/유로존 차원에서의 경제적 수렴과 불균형 정도를 측정하였고, 이와 별도로 국가별 지표분석을 실시하였다. 유로존 위기는 역내불균형이 유로존의 정상적 운영을 저해하게 됨을 인식하는 계기가되었고, 이에 EU는 거시경제불균형 지표를 개발, EU 회원국의 불균형 정도를 판단할 수있는 평가 및 조기경보 체제를 구축하였다. 이 지표는 유럽예산회기제의 운영과정에서 정책판단의 근거로 활용된다. 유로존 내의 불균형 현상은 2007~13년의 기간 중 현저히 감소하였고, 회원국의 거시경제지표는 수렴화 현상을 보였다. 특히 역내불균형의 대표적 지표로 지적된 경상수지와실질실효환율에 있어 회원국 간 수렴화 현상이 진행되었고, 특히 경제위기를 겪었던 남유럽 및 아일랜드의 지표는 크게 개선되었다. 이러한 불균형의 개선과 수렴화 현상은 일부 지표를 제외한 다수의 지표를 통해 확인할 수 있다. 반면에 이와 같은 조정 중 상당부분은 경기침체와 같은 경기적 요인에 의해 발생한 것으로 보이며, 거시지표의 구조적 안정화를 위해서는 아직 EU-회원국 차원의 노력이 필요할 것으로 보인다.

Abstract

This study examines the degree of economic convergence and imbalance within the Economic and Monetary Union (EMU) before and after the economic crisis. To this end, economic convergence and imbalances at the EU/EU level were measured by using macroeconomic imbalances indicators and country level analysis. The Euro crisis prompted the EU to develop macroeconomic imbalance indicators and set up an early warning system to determine the extent of imbalances among EU Member States. These indicators are used as a basis for policy recommendation in the course of the European Semester. Imbalance within the Euro area decreased significantly during the period 2007~13 and macroeconomic indicators in member countries showed trends of convergence. In particular, the member countries showed convergences in the current account balance and the real effective exchange rate, which were pointed out as representative indicators of internal imbalances, Indicators of southern Europe and Ireland, which experienced economic crises, have been greatly improved. The improvement and convergence of these imbalances can be seen by a number of indicators, except for some. On the other hand, much of this adjustment appears to have been caused by business cycle related factors such as a recession, and macroeconomic stabilization will still require efforts of the EU and its Member States.
