Abstract

In June 2018, the European Council decided to control the influx of refugees through the establishment of an offshore processing centre. This decision may be interpreted as the intention of providing a safe way to apply for refugee status without risking life in the sea routes. However, as the case of Australia's offshore processing centre shows, which is mentioned as the most concrete example, the offshore processing centre is not free from the risk of human rights violations. Regardless of whether the EU will actually establish an offshore processing centre, it is salient to consider the problems of this debate since the offshore processing centre shows the problem of remote control of the trend of externalization, which is the most prominent feature of EU migration policy. Hence, this paper attempts to examine the problems(extraterritoriality and transfer of responsibility) of the offshore processing centre, which has a remote control characteristic. In addition, this paper will also seek to examine the spatial, relational, functional, and instrumental dimension of the offshore processing centre asserted by Ruben Zaiotti in order to conceptualize the phenomenon of remote control.
