Abstract
This paper is purposed to learn the effects caused by emissions of primary air pollutants from ships in the Norwegian Arctic area, and to analyze, and to discuss developments of each policy of the primary air pollutants from the Norwegian shipping area and considerations for further development for the policies. Norwegian Sea and Barents Sea are the area where ships at sea in the Arctic Circle travel most. This background gives us a clear picture of why the Norwegian government is making its efforts hard in laying out policies aimed to reduce emissions of the primary air pollutants from ships in its Arctic region. ‘The Norwegian Government Action Plan for Green Shipping’ is urging each policy of the primary air pollutants from the shipping industry. Norway is currently running NOx fund to reduce emissions of Nitrogen Oxides from shipping industry in accordance with agreement of NOx. However, as it provides flexibility in renegotiating setting cap of NOx, it seems to be needed that the cap should be mandatory in initial stage of setting the cap. When it comes to reducing emissions of SOx, ‘Regulations on safety measures for ships operating in polar waters’ is being implemented, but, for the regulation of the limit on SOx used in fuel for ships to be reinforced, a guidance including estimate methodology considering speed, sail-mode, fuel efficiency rate by grade, and shipping capacity is needed so that the regulation of the limit on SOx used in fuel for ships should be reinforced. Exemption of carbon tax that is being applied to only LNG and LPG domestic ships should be expanded to ships overseas as well, not to mention the eco-friendly ships including electric and electric-hybrid ships. But, before everything, the Norwegian Government should establish a system enabling monitoring and managing real time emissions of air pollutants from ships As the sea routes for ships in the Arctic and the importance is expected to increase, and so is emissions of air pollutants from the ships, the each policy and the policy considerations for reduction of emissions of air pollutants from ships travelling in the Arctic is surely judged to provide the implications to the South Korean Government.
