2023년 프랑스 이민법 개정: 국민연합 이민정책과의 유사성을 중심으로

초록

프랑스가 이민 문턱을 높인 2023년 12월에 채택한 이민법은 거센 반발을 낳았다. 집권여당인 마크롱 정부는 부인하지만 채택이 불확실하던 이민법이 상하양원 합동위원회에서 통과될 수 있었던 것은 극우정당인 국민연합의 표가 결정적 역할을 했다. 이보다 더 논란이 되는 것은 국민연합의 '국민우선' 원칙에 근간한 출생지주의에 대한 문제 제기, 가족재결합 조건 강화, 국적박탈 논란 및 사회보장수혜 조건 강화가 개정된 이민법의 주요 내용이라는 점이다. 국민연합의 마린 르펜이 이민법 채택을 ‘이념의 승리’라고 표현한 것은 이민자가 프랑스의 복지혜택을 악용하여 사회보장 시스템의 경제 부담을 급증시킨다는 이민자에 부정적인 경제 논리와 이민문제를 프랑스 사회를 위협하는 안보 문제로 확대시키려는 국민연합의 오래된 논리를 반영하고 있기 때문이다. 채택된 이민법을 두고 마크롱 대통령이 '프랑스에 필요한 방패'라고 표현한 것은 프랑스를 이민자로부터 보호해야 한다는 이민문제를 안보문제로 확대시키는 국민연합의 논리와 맞닿아 있다. 2023년 이민법과 2022년 마린 르펜이 대선공약으로 발표한 시민-정체성-통합(C2I법안)의 유사성은 중도우파와 극우성향의 정당이 이민문제를 중심으로 수렴하는 프랑스 사회의 최근 경향을 잘 보여주고 있다.

Abstract

The Immigration Bill adopted by France in December 2023, which raised the immigration threshold, resulted in fierce opposition. Although the Macron government, the ruling party, denies it, the votes of the National Rally, a far-right party, played a decisive role in allowing the immigration bill, whose adoption was uncertain, to be passed by the special joint commission of the Senate and the National Assembly. What is more controversial is that the main contents of the revised immigration bill are raising questions about the jus soli principle based on the National Rally's National Priority principle, strengthening conditions for family reunification, controversy over deprivation of nationality, and strengthening conditions for receiving social security. Marine Le Pen, the leader of the National Rally, called the adoption of the immigration bill an ideological victory because it reflects the party's long-standing anti-immigrant economic rhetoric that immigrants exploit France's welfare benefits and increase the economic burden on the social security system, and the party's long-standing logic that immigration is a security issue that threatens French society. President Macron's description of the adopted immigration bill as a necessary shield for France is in line with the National Rally's logic of elevating immigration to a security issue in order to protect France from immigrants. The similarity between the 2023 immigration bill and the Citizenship-Identity-Integration(C2I) project law announced by Marine Le Pen as a presidential election pledge in 2022 shows the recent trend in French society where center-right and extreme right-wing parties are converging around the immigration issue.
