프랑스 국민전선의 라이시테(laicite) 이념 수용: 이민자 배제 합리화 전략을 중심으로

초록

본 연구는 유럽 경제위기, 반이민정서 확대 등과 같은 환경 변수와 함께 마린 르펜의리더십을 중심으로 한 전략쇄신이 최근 국민전선의 주요한 성장 동력이었음을 밝힌다. 국민전선은 이민자를 배제하는 감성적 동원에만 의존했던 것이 아니라, 주류정치에 환멸을 느끼는 대중들을 이성적으로 설득시키면서 그 영향력을 확장하고 있다. 특히 라이시테 이념을 강조하여 극단주의적 이념을 완화하는 동시에 무슬림 문화에 대한 공격을정당화할 수 있는 근거를 제시했다. 물론 이미 1990년대 국민전선의 성장 시기에 복지담론을 활용한 이민자 배제 전략이 존재했기 때문에 ‘이민자 배제 합리화’ 시도가 2010 년대에 처음 등장한 것은 아니며, 국민전선이 라이시테를 반 무슬림 이념으로 전환시킨전략을 독자적으로 취했다고 보기 어렵다. 중도우파정당인 대중운동연합(UMP)이 먼저극우 성향 유권자를 흡수하기 위해 배타적 라이시테 이념을 발전시켰다. 결과적으로 중도우파와 극우 성향 유권자들이 이민문제를 중심으로 이념적인 수렴을 보이고 있다.

Abstract

This article focuses on the effects of National Front (FN)'s agenda reform as one of the significant factors for its recent growing popularity, with external societal factors such as European economic crisis and increase of antiimmigration hatred. Beyond anti-immigrant rhetoric, FN has extended its influence by rational argument to voters, who became disillusioned with the mainstream parties. As FN under Marine Le Pen's leadership accepted the principle of laïcité, it has been able to attenuate ideological extremity and legitimize attacks against Muslim culture. The rationalization of anti-immigrant hate is not newly developed in 2010's, for the exclusion of immigrants through welfare discourse was already existed in 1990's. In addition, FN only did not take the strategy to convert laïcité into anti-Muslim ideology but the center-right UMP also reinforced exclusive laïcité ways appealing to the extreme right wing voters during 2000’s main election campaigns. In consequence, center-right and extreme right voters tending to incline to ideological convergence on immigrant issues have observed.
