폴란드와 한국 관계 - 양국 정부기록문서 분석을 중심으로

Abstract

Poland and the Republic of Korea established diplomatic relations on November 1, 1989 and they have developed active diplomatic relations after the end of the Cold War. In addition, the scope of exchange has been expanded to all fields including economy and culture beyond the political field. The two countries established a forward-looking partnership on December 3, 2004 and on January 22, 2013 established a strategic partnership for cooperation in fields ranging from defense industry to health pharmaceuticals. The two countries in the form of an alliance with the United States are carrying out similar activities in international peace-keeping activities. They are creating opportunities for dialogue and cooperation through the multilateral framework of the UN, EU and ASEM. Focusing on the relationship between the two countries in the process of maturation, this study attempts to trace the origin, dynamics and change factors of the relationship according to the flow of international system elements and domestic political elements. During the Cold War, Poland strengthened diplomatic relations with North Korea to keep South Korea in check. Although this study acknowledges that systemic attributes are the decisive independent variables of Poland-South Korea relations, this study establishes the possibility of the existence of factors that go beyond systemic limitations and uses this as a hypothesis to prove the peculiarities of the relations between the two countries during the Cold War. In addition, I would like to examine how the foundations of bilateral relations formed during the Cold War are utilized and developed after the end of the Cold War. In addition, I would like to show the possibility of expanding the nature and scope of bilateral relations. Through confidential documents, the special process of cooperation between the two countries that goes beyond the limits of the Cold War will be revealed and the process of secretly and fiercely negotiating diplomatic ties will be traced. Through this, it is intended to prove that the history of cooperation between the two countries was not limited to the post-Cold War period. Moreover, I would like to suggest Poland's mediating role that can contribute to the process of reunification on the Korean Peninsula, not only focusing on economic cooperation. I would like to present the possibility of sharing the geopolitical background and experience that both countries have in common. Therefore, by analyzing the components of bilateral relations accumulated up to today, by period, we intend to contribute to the establishment of strategies for those who conduct exchange activities in the field.
