체제 속성에 따른 폴란드와 북한 관계 - 폴란드 외교문서 분석을 중심으로

Abstract

The purpose of this study is to examine the process of change in relations between Poland and North Korea by analyzing cause and effect factors by period. This study conducts a causal study through foreign policy determinants. And it analyzes the classified documents released by the Polish Ministry of Foreign Affairs, and includes historical research. In addition, a normative study is conducted to reveal the implications of the relationship formation and development process between Poland and North Korea for the future of the Korean Peninsula. Therefore, it will be a study that analyzes the overall meaning. Relations between Poland and North Korea, which were established in 1948 during the Cold War, strengthened with the Korean War as an opportunity. The Polish government provided support to North Korea such as post-war recovery, medical and health projects, activities of the Neutral Nations Supervisory Commission, and the acceptance of war orphans. The Polish government supported the justification of the North Korean system by representing North Korea's position. Facing détente in the 1970s, the two countries tried to develop mutual relations in order to escape from international isolation. The Polish government supported and delivered North Korea's unification plan in the international community, and North Korea also tried to isolate South Korea from the international community by strengthening solidarity with socialist countries. With the partial opening of the Soviet Union and China in the 1980s, Poland reached a regime transformation, and North Korea chose international isolation by strengthening its ties to the regime. Even if the two countries have fallen into a distant relationship to this day, the significance of the relationship between the two countries is important in the diplomatic history of the Korean Peninsula. It is also a part that can fill a part of North Korea's diplomatic history in the Eastern Bloc and Poland's diplomatic history in Northeast Asia. There is also the possibility that the two countries can play a new role in the issues of Europe and the Korean Peninsula through more than 70 years of bilateral relations. The Polish government's mediating position for the peace process in Korean Peninsula can be beneficial to the two Koreas, and the Polish government's mediating role can be expected in Europe's Northeast Asian foreign affairs, especially in relations between Europe and North Korea. However, as North Korea's international isolation deepens, this possibility may decrease, and if the passiveness of Polish foreign policy are revealed, the creative use of the bilateral relationship may reach its limits.
