외국인력의 산업별 고용구조분석: 인구변화 대응에 대한 함의

이 연구는 마이크로 데이터로부터 생성한 외국인과 전체 내국인 근로자의 산업별 자료를 이용하여 앞으로의 인구변화로 인해 추가적인 노동인력이 필요할 것으로 예상되는 산업에 외국인 근로자가 적절하게 진입하고 있는지를 분석하였다. 결과는 현재와 같은 외국인의 산업별 고용구조가 유지되는 경우 외국인력의 추가적인 유입이 인구변화가 가져올 것으로 예상되는 장래의 노동수급 불균형 문제를 해결하기 어렵다는 것을 시사한다. 즉 장차 청년취업자가 빠르게 감소하고 고령취업자가 큰 폭으로 늘어날 것으로 전망되는 산업일수록 외국인 근로자를 더 필요로 할 것으로 예상되지만, 현재 이러한 부문에는 외국인들이 상대적으로 덜 진입하는 것으로 나타났다. 이 연구의 결과는 인구변화에 대응한 적절한 외국인정책 수립을 위해 보다 장기적인 시각의 접근이 필요하다는 것과 장래에는 외국인 고급인력 유치의 필요성이 더 높아질 것임을 시사한다.
Abstract
Using industry-level data of immigrant and native workers generated from micro-level samples, we examine whether immigrants work in sectors that are expected to be need of more workforce due to future demographic changes. Results indicate that immigration will not be able to solve the problem of labor market imbalance caused by demographic changes if the current industrial distribution of immigrants remain unchanged. Although immigrant workers will be needed more in sectors where the proportion of young workers is rapidly shrinking and the proportion of old workers is growing in a large magnitude, foreign workers are now less likely to be employed in such sectors. Our results suggest that immigration policies need to be made in long-term perspectives for alleviating the demographic burden and that high-skilled migrants will be more highly demanded in the future.
