문화유산의 기후변화 적응을 위한 실천 검토 : Adapt Northern Heritage를 중심으로

기후변화는 인류에 있어 위협으로 다가오고 있으며, 이는 문화유산의 지속가능성에 변수로 작용한다. 이탈리아를 비롯한 유럽의 개별 국가에서 과거보다 더 빈번한 기후변화 현상이 발생하면서 문화유산을 위협하는 요인으로 부상하고 있다. 이에 따라 유럽에서는 2000년대 이후부터 기후변화에 있어서 문화유산을 고려하는 프레임워크 프로그램(Framework Program)과 개방형 조정방식(Opne method of Coordination) 전문가 그룹에서 그린딜 관점의 기후변화 적응을 위한 실천으로 이어지고 있다. 본 연구에서는 북유럽 지역의 Adapt Northern Heritage 사례를 검토하였다. Adapt Northern Heritage는 문화유산에 미치는 영향을 가시화하며, 리스크관리과정에 근거하여 기후변화 적응 실천 전략을 수립한 사례로 국내의 문화유산의 기후변화 적응을 위한 실천을 모색하는 과정에서 참고할만한 기초자료가 될 것으로 기대된다.
Abstract
Climate change is approaching as a threat to mankind, and it acts as a variable for the sustainability of cultural heritage. climate change phenomena occurring more frequently than in the past in individual European countries, including Italy, are emerging as a factor threatening cultural heritage. Accordingly, in Europe, Since the early 2000s, a framework program that considers cultural heritage in climate change Framework Program and a group of experts from open policy coordination. In this study, the case of Adapt Northern Heritage in Northern Europe was reviewed. Adapt Northern Heritage is an exemplary example of establishing a management plan for climate change adaptation based on the risk management process, and is expected to be a useful basic data in the process of seeking practice to adapt to climate change.
