프랑스 비스케이만에서 시행된 조업금지 조치는 참돌고래(Delphinus delphis) 보호와 수산업의 지속가능성을 동시에 추구하기 위한 정책적 실험이다. 본 연구는 IAD 분석틀을 적용하여 조업금지 조치의 정책 형성과 실행 과정을 분석하였다. 분석 결과, 혼획 저감을 위한 기술적 조치가 혼획 감소에 기여하였으나, 어업 공동체의 반발과 정책 수용성의 한계가 드러났다. 특히, 정책 형성 과정에서 어민들의 참여 부족과 보상 체계의 복잡성은 지역 경제에 부정적 영향을 미쳤다. 이를 해결하기 위해서는 이해관계자 간의 협력 강화, 투명한 정보 공유, 참여적 거버넌스 구축이 필요하다. 본 연구는 해양 생태계 보호와 수산업의 공존을 위한 정책 설계에 있어 지역 사회와의 조정 메커니즘의 중요성을 시사한다.
Abstract
The fishing ban implemented in the Bay of Biscay in France is a policy experiment aimed at simultaneously pursuing the protection of the common dolphin (Delphinus delphis) and the sustainability of the fishing industry. This study applies the IAD (Institutional Analysis and Development) framework to analyze the policy formation and implementation processes of the fishing ban. The analysis reveals that bycatch reduction technological measures contributed to reducing bycatch, but also highlighted limitations in policy acceptance and resistance from fishing communities. In particular, the lack of fisher participation in the policy formation process and the complexity of the compensation scheme had negative impacts on the local economy. To address these issues, strengthening cooperation among stakeholders, ensuring transparent information sharing, and establishing participatory governance are necessary. This study underscores the importance of coordination mechanisms with local communities in policy design for the coexistence of marine ecosystem protection and sustainable fisheries.
