Abstract

This study was initiated to propose what must be evaluated of sports service of the local sports association. For this necessity the purpose of this study was to develop performance factor and index of sports service of the local sports association for the disabled. The study was conducted in expert group working at sport for the disabled. 10 expert members who were 5 scholars and 5 administrators participated in the study. Data were collected through the use of Delphi-technique. The results of the study are as follows:First, there are all of same opinion that assesment of KOSAD was room for improvement what there were 11 items in organization factor, 4 in field assess, 1 in program assess and 2 in the whole. Second, 4 performance factors and 19 performance indexes are selected in using Delphi-technique. First stage, ratio of national treasury and sport fund in all the sports for disabled budget and ratio of the sports for disabled budget of Local budget are selected in input factor. Second stage, device and practice long-term plan, ratio of execution of the month budget, rapidity and clearness of deal with civil appeal, collection and use of volunteer, collection and use of sports leader for the disabled, reform effort of service, effort of specialization, ratio of service per man and organization of delivery system in city and town are selected in throughput factor. Third stage, ratio of execution of national treasury and sport fund and ratio of the sports for disabled budget are selected in output factor. Fourth stage, number of athlete, ratio of participation in sports for all, member in voluntary sports organization for the disabled, member of integration sports with the disabled and normal, sports facility for the disabled. Third, the significance of all index were from 1.2(ratio of service per man) and 2.6(ratio of the sports for disabled budget of Local budget).
