지방정부 체육정책 성과평가 항목 연구

본 연구의 목적은 지방자치단체에 대한 체육부문의 성과평가 항목을 개발하는 것이다. 구체적으로는 첫째, 지표개발의 방향성을 설정하는 것으로 체육분야에 대한 성과평가가 필요한가, 행정자치부 주관의 통합평가와 문화관광부 주관의 개별평가중 어느 방식으로 이루어져야 하는가, 과정중심으로 할 것인가 결과중심으로 할 것인가, 평가범위는 어디까지 이며 평가대상업무는 어떻게 설정할 것인가를 제시하고자 한다. 둘째, 실제 평가지표의 항목을 개발하고 항목별 지표로서의 필요도를 평가하는 것이다. 이를 위하여 본 연구에서는 체육행정가와 체육행정 연구자를 중심으로 19명의 전문가 집단을 구성한 다음 4차례의 델파이조사를 통하여 평가의 방향성과 평가항목을 도출하였다. 연구결과는 다음과 같다. 첫째 성과평가의 방향성과 관련해서는 첫째, 중앙정부가 지방정부의 성과평가를 실시해야 하며 둘째, 그 목적은 국정의 효율성과 통합성 확보․지방자치행정서비스의 질 향상․국가재원의 효율적 배분이 모두 중요한 목적이며 셋째, 과정과 결과는 40:60의 비율로 평가에 반영되어야 하고 넷째, 평가주체는 행정자치부 주관의 통합평가와 문화관광부 주관의 개별평가가 비슷한 정도로 선호되었고 다섯째, 대상은 16개 시도와 231개 지방자치단체가 비슷하게 선호되었고 여섯째, 평가대상업무는 국민체육진흥법상의 지방자치단체 체육진흥 사무에 대한 선호도가 높았다. 둘째, 성과평가지표로 인력은 담당인력의 충분성․담당인력의 근무 연속성․담당인력의 전문성․체육시설 종사자수․등록자원봉사자수의 5개 지표, 재정은 전체 재정중 체육재정 비율과 연도별 체육재정증감비율의 2개 지표, 시설은 1인당 체육시설 면적․1인당 체육시설 증감율․체육시설 이용율 증감의 3개 지표, 조직은 체육진흥위원회의 구성과 개최의 2개 지표, 혁신역량은 기관장의 조직 및 인사개혁 실적․체육공무원의 교육훈련참여실적․체육공무원의 충원율의 3개 지표, 정보화역량은 체육관련 온라인 주민제안 및 활용과 체육유관단체 정보시스템 보급률의 2개 지표, 지역특화사업은 체육특화사업건수와 특화사업 예산규모의 2개 지표가 제시되었다. 이외에 주민만족도가 추가되어야 한다는 결론을 얻었다.
Abstract
In spite of usefulness of performance evaluation there was not evaluation of sports service of the local government. This study was initiated to propose what must be evaluated of sports service of the local government. For this necessity the purpose of this study was to develop performance factor and index of sports service of the local government. The study was conducted in expert group working at sport administration. 19 expert members who were 10 scholars and 9 administrators participated in the study. Data were collected through the use of Delphi-technique. The results of the study are as follows: First, there are all of same opinion that the central government must evaluate sports service of the local government. There are all of same opinion that all efficiency and effectiveness are took into account, too. Second, 7 performance factors and 19 performance indexes are selected in using Delphi-technique: human strength, finance, facility, organization, renovation capacity, information capacity, regional sports project. Human strength is divided to sufficiency of public servants, term of one's service, specialty, number of facility administrators and registered sports volunteer. Finance is divided to ratio of sports budget and rate of increase of sports budget in local state budget. Facility is divided to amount of facility area per man, range of fluctuation of facility area per man and range of fluctuation of facility usage. Organization is divided to constitution of sports promotion committee and holding number of promotion committee. Renovation capacity is divided to renovation results of leadership, reeducation results of public servants and supplement ratio of public servants. Information capacity is divided to online proposal and adaptation about sports policy and diffusion of information system. Regional sports project is divided to the number of Regional sports project and amount of budget of Regional sports project.
