Abstract
In this article I explored social economy including social enterprise definitions. Recently, the social enterprises are explosively increased in Korea but still remaining the realbasis of legal ground were not argued. The term of social enterprise has a mixed andcontested heritage due to its philanthropic roots in the U.S. and cooperative roots inthe UK, EU, and Asia. Social enterprises are active in many fields: personal services, fair trade, micro-finance, renewable energies, work integration, etc. The most uniqueaspect of social enterprise is engaging in excluded people integration by work. The aimof work integration social enterprises (WISEs) is to integrate vulnerable persons andgroups into the labor market through economic activity. Work integration is one of themost developed fields in which social enterprises operate in many European countries. In the European Union, the first WISE initiatives were launched at the turn of the1970s without any kind of public support. Most ‘pioneering’ WISEs were founded bycivil society actors: social workers, community activists, trade- unionists In a contextof persistent unemployment, the social actors lacked adequate public policy measures totackle these problems. Consequently, initiatives emerged emphasizing the limitations ofpublic intervention on behalf of persons excluded from the labour market: the longtermunemployed, persons lacking qualifications or with social problems. These workintegration social enterprises generally emerged in opposition to and independently ofthe public authorities. They thus contributed to renewing public policy in the struggleagainst exclusion. Most of these initiatives were launched by persons whose main objective was tohelp persons excluded from the labor market, i.e., they were created in a perspective of general interest. However, in countries with a strong cooperative tradition pioneeringinitiatives were undertaken by workers themselves, by excluded persons, motivated by adynamic of mutual aid. In some cases, the groups behind WISEs were in relation withpublic bodies, probably because of close pre-existing links between the third sectorand public sectors. This was certainly the case in western Europe. Moreover, it waspossible for different categories of promoters of these initiatives to co-exist in one andthe same country. In France, for example, work integration enterprises and intermediaryassociations (associations interméiaires) were launched by groups consisting of socialworkers and community activists, while integrating enterprises (entreprises inséantes) weremore of mutual-aid inspiration, and neighborhood organizations (réies de quartier) reliedon partnerships between the inhabitants and local public bodies. Since the 1980s, countries have developed many different active public policies inrelation to the labor market. Alongside so-called passive public policies, intended toprovide the unemployed with an income, the public authorities, faced with permanentlyhigh levels of unemployment, have devised policies geared to integrating the unemployedinto the labor market through support and careers guidance programmes, vocationaltraining, subsidized employment and programmes to gradually reduce unemployment. The latter generally aim to fund socially useful jobs, reserved for the unemployed, inthe public or third sector. A second generation of social enterprises has developed withinthis setting, open to dialogue with the public authorities, which, in many countries, have decided to recognize and provide them with a legal framework. Social enterprise has many possibilities to solve social issue in Korean society but thelegal definition of it is a little vague. Therefore, the research must be diligently executedon this topic in the future.
