본 연구는 스테판 월트의 위협균형 이론을 경제적 관점으로 확장하여 국제정치와 경제의 상호작용을 재조명하였다. 특히, 2024년 우크라이나 전쟁이후, 중국과 러시아가 미국 중심의 국제 경제 질서에서 느끼는 위협과 이를 극복하기 위해 양국이 협력 체제를 강화하는 과정을 구체적으로 분석하였다. 본 연구는 전통적으로 군사적 영역에서 논의되었던 위협균형 이론은 경제안보 차원에서도 유의미하게 적용될 수 있음을 보여준다. 특히, 미국의 제재와 무역 장벽이 중국과 러시아에 실질적인 경제적 위협으로 작용하며, 양국이 이에 대응하기 위해 무역, 에너지, 금융 분야에서 협력을 강화한 사례를 실증적으로 제시하였다. 중국과 러시아는 브릭스 브릿지(BRICS Bridge) 프로젝트를 기반으로 미국 중심의 경제 질서를 대체하기 위한 새로운 전략을 모색하고 있다. 브릭스 브릿지(BRICS Bridge) 프로젝트는 탈달러화를 목표로 독립적인 금융 네트워크 구축을 시도하는 사례이다. 이는 양국을 중심으로 하는 브릭스(BRICS)가 미국 중심 경제 질서의 도전 세력으로 부상하고 있음을 보여준다. 본 연구의 의의는 위협균형 이론을 군사적 차원에서 경제적 차원으로 확장하고, 경제적 위협이 국제 협력과 동맹 형성에 미치는 영향을 중국과 러시아 사례를 통해 실증적으로 검토했다는 점에 있다. 또한, 브릭스(BRICS)와 같은 신흥 경제 협력체가 국제 경제 질서 변화에 어떻게 기여할 수 있는지를 구체적으로 논의하며, 국제정치와 경제의 교차점에서 발생하는 현대적 현상을 이해하는 데 새로운 시각을 제공하였다.
Abstract
This study extends Stephen Walt’s theory of balance of threat to the economic sphere, shedding new light on the interaction between international politics and economics. It provides an in-depth analysis of how China and Russia perceive threats within the U.S.-centric international economic order and how the two countries have strengthened their cooperative framework to counter these threats. Traditionally discussed within the military domain, the balance of threat theory is demonstrated in this study to be This study extends Stephen Walt’s theory of threat balancing from a military perspective to an economic one, shedding new light on the interplay between international politics and economics. In particular, it provides a detailed analysis of how China and Russia, in the aftermath of the Ukraine War in 2024, perceive threats within the US-led international economic order and strengthen their cooperative framework to address these challenges. This study demonstrates that the threat-balancing theory, traditionally discussed in military contexts, is also meaningfully applicable in the realm of economic security. Specifically, it empirically illustrates how US sanctions and trade barriers have posed significant economic threats to China and Russia, prompting the two nations to enhance cooperation in trade, energy, and financial sectors. China and Russia are exploring new strategies to replace the US-led economic order through initiatives like the BRICS Bridge project. The BRICS Bridge project, aimed at de-dollarisation, represents an attempt to establish an independent financial network. This highlights the rise of BRICS, centred on China and Russia, as a challenger to the US-led economic system. The significance of this study lies in its extension of the threat-balancing theory from the military to the economic domain and its empirical examination of how economic threats influence international cooperation and alliance formation, as exemplified by the cases of China and Russia. Moreover, it offers a detailed discussion on how emerging economic coalitions, such as BRICS, can contribute to changes in the global economic order. By doing so, it provides a novel perspective for understanding contemporary phenomena at the intersection of international politics and economics.
