브라질 노동자당의 집권과 계급적 기초

초록

브라질 노동자당의 룰라는 2002년 대통령선거에서 승리했다. 노동자당의 대선 승리는 브라질 안팎에서 변혁적 노동계급 정당의 승리로 크게 주목을 받았지만 브라질 대선 연구들은 룰라 지지자들과 경쟁후보 세하 지지자들 사이에 계급 구성뿐만 아니라 사회정치적 태도에서도 차이가 없다는 결과들을 보고했다. 본 연구의 목표는 2002년 브라질 대선에서 계급 간 투표행위의 차별성은 없었는지, 룰라 지지자와 세하 지지자 사이에 계급적 차별성이나 사회정치의식 차별성이 존재하지 않았는지를 규명하고 설명하는 것이다. 이를 위해 본 연구는 2002년 실시된 세 차례의 여론조사 자료를 분석한다. 노동자당이 노동계급 정당으로 창당된 이래 순수 계급정당에서 계급연합 대중정당으로 발전한 것은 사실이지만 2002년 대선에서 계급 간 투표 후보의 차별성은 유의미하게 존재했다. 이는 노동자당이 계급연합 대중정당으로 전환하며 노동계급적 성격이 약화되었다 하더라도 타 정당들에 비해 여전히 노동계급적 성격이 강하며, 이러한 차별성이 유권자들의 선택에 영향을 미쳤음을 의미한다. 정책역량 평가와 지지 후보 선택은 거의 일치했으며, 룰라는 고용창출과 빈곤해소 등 사회적 문제들에서 높은 해결 능력을 지닌 것으로 평가되었다. 까르도주 정부의 신자유주의 경제정책으로 인플레이션이 제압되고 경제안정이 회복되면서 시민들은 사회문제들을 해결할 수 있는 적임자를 찾은 것이다. 이처럼 1994년과 1998년 대선에서 경제투표 형태로 전개되었던 쟁점투표가 2002년 대선에서는 사회투표로 바뀐 것이다. 룰라 지지자는 세하 지지자에 비해 지배세력과 국가기구에 대해 높은 불신을 보이며 지배질서의 변화를 요구했고, 경제정책에서도 신자유주의 경제정책을 대체할 새로운 경제정책 패러다임을 원했다. 또한 룰라지지자는 사회주의에 대해서도 세하 지지자에 비해 더 긍정적으로 평가하고 있어 사회의 급진적 변화를 추구하며 이념적 진보성을 보여주었다. 2002년 대선의 룰라에 대한 투표행위는 계급투표, 사회투표, 지배질서 거부 및 사회변화 열망이 구현된 투표라 할 수 있으며, 룰라와 세하 지지자들 간에 계급적 구성과 사회정치적 태도의 차이가 없었다는 기존 연구결과들은 경험적 근거가 없는 것으로 확인되었다.

Abstract

Lula of the Brazilian PT won the presidential election in 2002. While the PT’s 2002 victory have caught great attention from the whole world as a historical moment, some students of the 2002 election reported that they could not find any significant difference between Lula voters and Serra voters in terms of class composition or sociopolitical attitudes. It is the aim of this study to examine and explain whether there was any difference among social classes in voting preferences, and whether there was any difference between Lula voters and Serra voters regarding class composition and sociopolitical attitudes. So as to do this job, this study analyzes a series of three opinion survey data files done in 2002. Indeed, the PT has been in the process of transforming itself from a pure working class party into a mass party of class alliance. This study, however, found out that there was a significant difference in voting preferences among social classes in the 2002 election, which means that the PT carried more working class characteristics than any other major Brazilian parties did and the Brazilians took it seriously. The Brazilians tended to vote for a presidential candidate who would be the most capable in crucial policy areas, and Lula stood out especially in such social policy areas as job creation and poverty reduction. As Cardoso government succeded in getting inflation under control and thus recovering economic stability, the Brazilians began to look for a president who could take care of social problems above all. That’s why issue voting which took the form of economic voting in 1994 and 1998 elections now turned into the form of social voting. Lula supporters expressed strong distrust towards the ruling bloc and state apparatuses, searched for changes in the prevailing order, and demanded an alternative paradigm of economic policies to replace the neoliberal package of economic policies. In addition to that, Lula supporters thought highly of socialism more than Serra supporters did, so that they showed strong preference for radical change in Brazilian society. The voting behavior of Brazilians in the 2002 presidential election could be explained as a combination of class voting, social voting and embodiment of distrust to the prevailing order and eagerness for social change. This study came to falsify the proposition of preceding studies that there was not a significant difference between Lula supporters and Serra supporters in terms of class composition and sociopolitical attitudes.
