금융화와 한국자본주의: 특성과 전망

초록

이 글의 목적은 금융부문 육성 및 그것과 관련된 변화들이 초래할 수 있는 한국자본주의의 구조적 변화 혹은 자본축적상의 성격변화를 어떤 측면에서 어떻게 파악하고 전망할 것인가를 모색하는 것이다. 한국자본주의에서 아직 부분적이고 파편적으로 나타나고 있어서 논란의 여지가 많은 금융화 ‘현상’을 파악하기 위한 방법과 관점을 제시하려는 것이다. 주요 내용은 다음과 같다. 첫째, 주로 미국의 경험에 근거하여 이루어진 기존 정치경제학 연구들의 금융화 개념과 그 내용적 함의들을 한국경제에 적용하려고 할 때, 발견되는 부적절한 부분들을 짚어 보고자 했다. 금산분리완화를 수단으로 해서 금융산업을 육성하려는 정부정책 때문에 한국의 금융화는 독립된 금융자본에 의한 산업자본의 지배라는 형태로 나타나기 어려울 것으로 판단된다. 오히려 산업자본의 금융활동 확대를 추진력으로 해서 산업자본과 금융자본이 동일한 주체의 지배 하에 묶이면서 양자 간에 특별한 형태의 융합이 일어날 수 있기 때문에 이에 부합하는 방식으로 금융화 개념이 재구성될 필요가 있다. 대안적 개념으로 ‘금융적 수단을 통한 자본의 유연화’(flexibility)를 제안한다. 둘째, 신정부 하에서 속도를 더할 것으로 보이는 금융화 과정은 명백히 정책의 결과물로 나타나고 있다. 자본축적의 진행에 따른 자연스러운 결과를 훨씬 뛰어 넘는 수준으로 추진될 것이기 때문이다. 셋째, 2007년에 목격된 주식시장의 급격한 팽창은 외환위기이후 등장한 외국투자자와는 구별되는 기관투자가의 성장을 가져왔다. 이들 기관투자가의 성장 이면에는 가계자산구성의 변화를 유도하는 정책적 노력과 비금융기업(군)의 금융자산 투자 확대, 그리고 연기금의 획기적인 주식투자 확대정책이 이루어졌다. 그러나 주식시장이 안정적 지속적으로 커지면서 정부의 금융산업 육성전략에 부합하게 될지는 불확실하다. 금융규제완화가 초래할 경제변수들의 변동성 증가와 기업이윤의 증대가 의미하는 노동소득 분배율의 악화에서 발생할 사회경제적 불안정 등이 정부의 금융화 정책과 상충할 것으로 보인다. 그리고 산업자본이 금융적 이득을 확대할수록 산업적 경쟁력과 고용능력은 약화될 수 있다.

Abstract

This paper tries to provide a tentative way of thinking to understand the latent differences between the typical financialization process in the western economies and that of Korean economy. Investigating the relevance of the notion of “financialization” to the economic changes in Korea after the 1997 crisis, this article argues that the process should be understood as outcome of policies. Because of the presence of the large industrial conglomerates, the new government plans to use their resources for financial developments. It is also forecasted that the finance capital and the industry capital will be cross-dominated by each other or be under the unified private control power in Korea. Public pension funds has been allowed to dramatically increase their portfolio investment in the stock market and the share of stock investment in the households assets has been also increased. The more people find their economic interests in the financial markets, the more risk they should take for their economic life. We can expect that pro-shareholder psychology and at the same time the resistance to protect wage earners’ rights within the firm and economy at large will proliferate following the deepening of financialization.
