화폐적 제약에 대한 케인스와 포스트케인스주의의 비판과 대안

초록

본 논문은 화폐적 제약에 대한 케인스와 포스트케인스주의의 이론적 비판과 정책적 대안의 윤곽을 재구성하려는 시도다. 여기서 화폐적 제약(monetary constraints)이란 본질적으로 화폐적 경제인 자본주의적 시장경제에서 화폐가 경제과정에 미치는 영향을 설명하려는 개념이다. 화폐에 의해 매개되어 작동하는 자본주의의 시장들은 화폐의 규모, 화폐의 유통속도, 그리고 화폐의 영향력에 있어서 동등한 위치에 놓여 있지 않다. 화폐시장 또는 자산시장이 노동시장이나 생산물시장보다 위계적으로 우위에 있으면서 타 시장을 화폐적으로 제약한다. 이처럼 시장들 사이에 위계가 존재하는 상황에서 화폐에 내재된 불안정과 자기파괴적 속성은 경제의 구조적인 기형적 발전을 야기할 수 있다. 그러나 포스트케인스주의는 금융영역의 안정성이 일종의 공공재로서 이해되고, 화폐의 제약을 완화·역전 또는 재규제하는 사회적 합의와 정치적 의지가 형성된다면, 금융시장을 안정화시키는 다양한 조치가 가능함을 역설하고 있다.

Abstract

This paper attempts to reconstruct theoretical critiques and outlines of political alternatives of Keynes and Post-Keynesians to the monetary constraints. The monetary constraints are understandable as influence of money on whole economic processes of capitalist market economy, which is in essence money economy. Keynes and Post- Keynesians argue that money is not neutral to the economic processes and it can seriously distort the capitalist accumulation process. The stability of the financial markets is crucial to the economic life, but the inherent speculative characteristics of money lead the financial markets to the instability. However, Post-Keynesians argue that various measures are practicable to stabilize the financial markets, if we redefine the financial stability as a public good, and if we have political will to reregulate the monetary constraints.
