Abstract
It has been nearly 10 years since Korea first introduced the quota policy for women’s electoral candidates. During the time period, the ratio of women to men in the national parliament has increased up to 13.7% in 2008 from 6.9% in 2000. Despite the increase by more than twice, the proportion of Korean women in parliament has not yet reached the global average of 18.9%, according to IPU. It is ranked only 81th out of 187 countries. Although the largest number women MP was elected in the 18th general election in 2008, the election result was disappointing for women. It was because the number of women MP elected from the constituencies persistently remained very low and moreover, the elected ones were considered that they were not oriented or qualified to represent women’s interests substantially. The top-down nomination by party leadership was blamed as a major obstacle to prohibit more qualified women from participating in the election competition. Consequently, women politicians in the existing parties began to discuss an alternative approach to make it possible for women to run for election. In this regard, this paper looks into to the feminist party called Feminist Initiatives in Sweden and ‘Seikatsusha Network’, which is a local political party in Japan and has produced a good number of women parliamentary members in some regions. The major purpose of this paper is to see if they can imply to Korea, and ultimately, if any of the two can provide an alternative approach to Korean women.
