한국 여성정치할당제 제도화 과정 10년의 역사적 고찰

베이징세계여성대회를 전후로 한국에서도 할당제에 대한 요구가 제기되기 시작하면서 여성정치할당제가 제도화된 지 10년이 되었다. 2000년 2월 정당법에 처음으로 여성후보 공천할당을 명시한 이후 개정 보완을 거쳐 현재는 비례대표 50% 여성할당 강제 및 남녀교호순번제, 지역선출직 30% 여성할당 권고를 공직선거법에 명시하고 있다. 한국의 경우 정당의 자발적 할당제보다는 법적 제도화를 통한 강제적 실행 방식을 채택하는 후보할당제 방식이다. 할당제는 단순한 여성참여를 넘어 민주화의 한 과정으로서 또 젠더정치학의 실현이라는 의미를 지닌다. 할당제의 제도화는 민주화를 지향하는 국내의 정치·사회적 조건과 여성의 정치적 대표성을 강조하는 국제적 조건 아래서 도입된 것으로, 이를 정착시키는 데 가장 중요한 주체세력은 여성운동이었다. 그러나 한국에서 할당제는 이러한 초기의 의미보다는 주로 여성들의 양적인 정치참여 확대라는 선상에서 논의되고 실행되어 왔으며, 비례대표 50% 여성할당을 중심으로 추진되어 선출직 할당은 여전히 미흡한 수준이다. 반면 수적인 여성정치 참여 확대 성과에 대한 비판과 성찰을 요구하는 목소리도 제기되고 있다. 그러나 한국에서 할당제를 통한 제도 개선은 여전히 여성정치 참여 확대의 지름길이므로 비례대표 의석비율의 확대와 선출직 여성할당의 실질적 적용 등 미흡한 제도의 개선이 요구되며, 수적인 확대와 더불어 여성정치인들의 질적인 담보, 여성의 실질적인 세력화 등에 대한 고민이 남아 있다.
Abstract
The women’s political empowerment movement in Korea has steadily developed and has changed on the basis of sociocultural backgrounds and historical contexts of democracy. Therefore, it is very important to understand Korean women’s political empowerment movement in consideration of extraordinary nature of the modern Korean society. Since 2000s Korea has seen a considerable increase in the participation of women in politics. As the 2004 revised Public Official Election Act and Political Parties Act had enforced both the National Assembly proportional representation 50% quota system and Zipper nomination system, the number of female National Assembly increased up to 41(14%) as of 2008. These rates are among the highest in the Korea women’s political participation. Unlike the proportional representation, 30% quota for female elected members, which is recommanded, not enforced, has never implemented so that elected female members of National Assembly are still 14 whereas 27 women were in the proportional representation. The ratio between the elected members’ seats and proportional representation seats was 299 to 54(18%) in the National Assembly. The number of the proportional representation seats is extremely low so that the 50% quotas for women in proportional representation has a few effect. The legal institutionalization of political gender quota has brought about fruitful gender-related laws and increasing women’s participation in the political system. Furthermore, the full integration of women into Korean politics is but a facade. In reality, they are outsiders within the political world.
