사회의 여타 분야와 마찬가지로 여성의 정치참여 역시 여성의 권익을 증진하기 위해 필요한 조치이다. 특히, 여성의 정치참여는 주요 정책의 결정과정에 여성들이 직접 참여하고, 여성의 이익을 직접적으로 반영할 수 있다는 측면에서 매우 중요하다. 그동안 여성의 정치참여를 제고하기 위하여 다양한 제도적 장치를 마련하여 왔다. 그럼에도 불구하고, 여성의 정치참여가 만족할만한 수준에 이른 것은 아니다. 특히, 여성의 지방의회 참여는 비례대표제와 여성할당제가 도입된 이래 다소의 증가추세를 보였으나, 다른 나라와 비교하면 그 수준 역시 미흡하다. 이에 따라 여성의 지방의회 참여를 확대하기 위한 조치로 현재의 참여실태를 분석하고, 그에 기초하여 단기적 대안들을 모색하고 있다. 주로 할당제의 확대, 선거구의 조정 및 각 정당의 지원시책 강화를 대안으로 제시하고 있다.
Abstract
As in the other fields of our society, women's political participation also becomes a necessary vehicle with which to enhance women's rights and interests. Especially, women's political participation becomes essential in the point that it ensures women's direct participation in policy-making process and reflects exactly women's interests. During the past time, a variety of institutional measures were invented to prompt women's political participation. Despite, women's political participation has not yet reached to a satisfactory level. Although women's advancing into local council has been showing an increasing trend following the introduction of proportional representation and women's quota system, it still remains at an insufficient level as compared to other countries. The current analysis of women's participation is performed as a measure to promote women's participation in local council, then short-term alternatives are suggested based upon it. In the main, the enlargement of women's quota system, the realignment of election district, and the intensification of each party's supporting policies for women's participation are proposed in this study.
