한국에 여성할당제가 도입된 지 올해로 꼭 10년이 되었다. 이 연구는 지난 10년 동안의 여성정치할당제의 효과를 ‘양적인 측면과 질적인 측면’에서 실증적으로 분석하고 앞으로의 과제를 전망해보고자 한다. 효과에 대한 실증분석은 다음과 같은 3가지 질문으로 구성된다. 첫째, 할당제를 통해 여성의 수적 대표성은 어느 정도 성과가 있었는가?둘째, 여성의 수적 대표성은 어느 정도 여성의 이해증진으로 연결되었는가?셋째, 할당제가 유권자의 투표권을 제한했는가? 연구결과를 요약하면 다음과 같다. 할당제의 효과는 매우 긍정적이며 다양한 차원에서 유의미했다. 첫째, 할당제의 효과는 할당여성의원의 급격한 수적 증가뿐 아니라, 의회 내 여성 권한 증대, 여성의제 및 여성관련 법들의 제·개정을 통한 여성의 이해증진, 여성 친화적 의회문화를 조성했다. 둘째, 권위적이고 남성중심적인 정치문화 환경을 바꾸었고, 정치영역에서 여성의 역할과 능력에 대한 많은 편견들을 해소했다. 셋째, 여성정치인에 대한 남녀유권자들의 투표행태와 의식에도 변화를 가져왔다. 이 모든 결과를 놓고 볼 때 정치에 참여하는 여성의 수는 매우 중요한 의미를 지닌다. 즉 변화를 이루어내기 위해서는 최소한의 여성의원수가 확보되어야 한다. 이것이 지속적인 찬·반 논의에도 불구하고 선진국에서조차 포기하지 않는, 여성정치할당제가 필요한 이유다.
Abstract
Ten years have passed since the introduction of the Gender Quota System(GQS) in Korean politics. This thesis investigates not only the quantitative and qualitative impacts of the GQS but also its future agendas. The empirical analysis consists of the following three questions: 1) To what extent have the GQS accomplished the increase in female representatives in Congress?: 2) To what extent have the increase in female representatives caused improvements on women’s rights and interests?: 3) Have the GQS limited people’s right to vote? Findings in this paper show the impacts of the GQS are very positive and significant in the following aspects. First, positive impacts of the GQS are shown in terms of the increase in female representatives in Congress, women’s empowerment within Congress, improvements in women’s rights and interests by addressing women’s issues, and making and revising woman-related laws. Secondly, authoritarianism and male chauvinism in Korean politics have been gradually weaken, let alone prejudices of women’s roles and abilities. Thirdly, there have been also positive changes in people’s voting behavior and attitudes with the GQS. In conclusion, this paper emphasizes that the number of female representatives itself in Congress is very important. A meaningful number of female representatives should be secured to make a change in Korean politics. This is why we still need the GQS, like advanced countries, though it is controversial in our society.
