신사회 위기에 따른 사회투자정책 그리고 국가재정 건전성 쟁점이 동시에 고려되면서 복지국가정책의 대안으로서 사회서비스 정책이 부각되고 있다. 여기에서는 대안적인 사회서비스 전달방식으로서 시장과 제조업의 빈자리를 채울 수 있는 일자리 대안으로서 사회서비스 산업 활성화의 주제가 의미 있는 비중을 차지하고 있다. 전통적인 사회안전망정책과는 구분되는 새로운 사회서비스 정책을 위해 보건복지부에서는 2007년부터 사회서비스 전자바우처 사업을 추진하고 있다. 이는 단순한 전달체계 개편 이상의 의미를 가진다. 여기서 핵심 주제는 시장과 산업에 대한 것이다. 이 글에서는 사회서비스 정책에서 시장과 산업의 가능성에 대한 논의와 분석을 시도하였으며 전체 내용은 크게 세 가지로 요약할 수 있다. 우선, 일반서민들의 생활보장을 위한 보편적 사회서비스 정책에서 시장과 산업의 의미와 특성을 정리하였다. 둘째, 사회서비스 전자바우처 사업의 변화과정과 쟁점들을 분석하였다. 마지막으로 사회서비스 시장과 산업활성화를 위한 정책과제들을 모색하였다.
Abstract
There are three keywords in recent Korean social policy, such as new social risk, social investment, and fiscal crisis. In this context, market-based social service policy has been considered as a significant alternative. Moreover, social service is an important theme for decent jobs replacing the manufacturing jobs. Korean government designed new social service policy with e-voucher since 2007. This policy is differentiated from traditional social safety net policy based on nonprofit and national minimum. In this paper, three subjects were discussed as follows. First, we reviewed the main themes of social service market approaches, the market risks, and social service job and trade-offs in policy. Second, with the view of market and industry, we analyzed current conditions and issues of social service e-voucher programs. Finally, we suggested several policy recommendations for social service industry.
