실직과 빈곤 위험이 높은 비공식 고용은 사회보험에 가입되어 있지 때문에 비자발적 실직에 놓였을 때 소득 상실, 고용정책 접근의 제한, 노후 소득의 불안정에 직면한다. 사회보험의 적용 범위가 대부분의 임금근로자로 확대되었음에도 불구하고 사회보험의 사각지대가 여전히 큰 이유는 보험료 부담 또는 사업주의 의무 불이행으로 가입하지 않는 경우가 많기 때문이다. 적발과 제재라는 행정적인 수단으로 이러한 사각지대를 해소하는 데에는 근원적인 한계가 있다. 이에 본 연구에서는 노사가 부담하는 사회보험료를 지원함으로써 사회보험의 가입 유인을 높일 필요가 있음을 제안한다. 저임금 근로자에 대한 사회보험료 지원의 일차적인 효과는 공식 고용으로 전환함으로써 사회적 위험에 대한 안전망을 강화하고 적극적 노동시장정책에 대한 접근성과 효과성을 높이는 것이다. 또한 임금근로의 금전적인 유인을 높임으로써 경제활동 참여 및 영세자영업자의 임금근로 전환이 기대된다.
Abstract
Informal employees lack social security, have less access to active labor market policies, and are faced with the poverty risk at retirement age because of non-compliance with social insurance. Though the legal coverage of social insurance has been extended to most employees, a considerable level of employees is not registered for mandatory social insurance.Enforcement measures such as detection and sanction are not likely to be best antidote to informal employment. This paper suggests the reductions of social insurance contributions targeted on low pay workers. Incentive mechanism for the declaration of work will contribute to promote transitions from informal employment to formal employment. It will help to both increase in the coverage of social safety net and improvement in activation programs. Moreover, it is also expected to increase in the employment rate and more transitions from the self-employed to paid employment.
