본 연구는 사회보험에 가입하지 않은 일자리를 비공식 근로로 정의하여, 빈곤층이 경험하는 비공식 근로의 특성을 밝히고, 취업빈곤 문제를 해결하기 위한 사회보험 정책과제를 모색하였다. 이를 위해 한국복지패널을 이용하여 비공식 근로와 빈곤간의 관계를 정태적 ․ 동태적으로 분석하였다. 빈곤층에서 비공식 근로의 비중은 3/4에 이르는데, 정태적으로 비공식 근로와 빈곤 결정간의 내생성을 통제하였을 때 빈곤층은 비빈곤층에 비해 비공식 취업 가능성이 58.8%p 높으며, 동태적으로도 비공식 근로 경험은 빈곤을 지속적으로 또는 반복적으로 경험할 가능성을 높인다. 또한 비공식 근로 경험은 다음 해에도 비공식 근로를 지속할 확률을 59.4% 높이고 있다. 이러한 비공식 근로의 지속성이 개인적인 이질성이 아니라 상태 의존성에 기인한다는 분석 결과는 비공식 근로를 억제하는 보편적인 정책이 필요함을 시사한다.
Abstract
By defining jobs without social insurance coverage as a proxy for informal work, this paper investigates poverty implications of informal work. To study the static and dynamic interrelation between informal work and poverty, I use Korea Welfare Panel Study 2005-2009. About 3/4 of the working poor is not registered for the mandatory social insurance. Results from simultaneous equation probit estimation show that informal work significantly increases the likelihood of household poverty while correcting for the simultaneity of informal work and household poverty. In terms of dynamic perspective, the informal work also increases the likelihood of persistent or repeat poverty. Even after heterogeneity and initial conditions are controlled, more than half of informal employment remained in informal work after a year. The finding that the persistence of informal work is due to state dependence highlights the need for encompassing policies to promote formal work.
