시민운동의 복지정치 실천과 전략: 인천지역 거버넌스 사례를 중심으로

본 논문은 시민운동이 복지정치의 중요한 행위자가 될 때 사회복지의 정당한 가치 분배가 가능하다고 보고 시민운동의 복지정치에 대한 개입의 방법과 전략에 관해 논의한다. 그리고 이와 같은 사회복지 실천론이 시민운동이 참여하는 거버넌스(gover- nance) 형성에 있음을 밝히고자 한다. 이를 위해 본 논문은 인천 지역사회복지의 거버넌스 형성 사례를 비교 분석하고, 시민운동이 취할 복지정치 전략, 즉 거버넌스 형성 전략을 제시하고자 한다. 거버넌스는 사회적 가치를 관련 행위자들이 분배하는 것과 관련된 행위 양식 또는 제도를 의미한다. 거버넌스 유형은 시민운동과 정부 간의 권력 관계와 이해관계의 함수로 결정된다. 이에 따라 협력적 거버넌스, 갈등적 거버넌스 그리고 유사 거버넌스 등의 유형이 존재할 수 있다. 본 논문이 분석 사례로 택한 인천 지역 사회복지 거버넌스 사례들은 판공비 공개 운동인 갈등적 거버넌스와 인천의제21인 협력적 거버넌스, 그리고 갈등적 거버넌스에서 협력적 거버넌스로 변형된 불소화 운동 등이다. 이 분석을 통해 본 연구는 협력적 거버넌스가 시민운동이 취해야 할 타당한 복지정치 전략이라고 주장한다. 이 모형은 유사 거버넌스에 비해 시민들의 이익을 반영할 수 있고, 갈등적 거버넌스에 비해 사회적 비용을 감소시킬 수 있기 때문이다. 특히 사회 정책에 적극적으로 참여함으로써 시민들의 요구와 이익이 보다 적극적이고 구체적으로 보장될 가능성이 크기 때문이다. 그럼에도 불구하고 협력적 거버넌스는 시민운동의 힘이 취약할 때 유사 거버넌스가 될 우려가 크다는 점을 염두에 두어야 한다. 따라서 시민운동은 협력적 거버넌스를 위한 전략으로, 견고한 조직 구조의 형성, 전문성의 강화 그리고 강력한 집합적 행동 능력 등을 갖출 뿐만 아니라 이에 기반을 두고 토론과 협의의 문화를 형성하기 위해 노력해야 할 것이다.
Abstract
This study is about practice and strategies for equal value distribution in social welfare. For this, it argues the method and strategies about how the civil movement intervenes to welfare politics. In conclusion, this paper maintains that governance in which civil movement should play a decisive role in the governance, is the best alternative for welfare politics. Governance is defined as a kind of behavior, process or system among the related actors for distributing values in society. The main factors of governance are power relations and interest relations between local government and civil movements. Based on two factors, the types of governance are classified into conflictive governance, collaborate governance and pseudo governance. Conflictive governance and collaborate governance are chosen for analyzing the cases represented by this study. This is because governance means the powerful participation of civil movement in policy making process and these types are formed with powerful civil groups for a basis. As a result of the analysis collaborate governance is regarded as the most ideal model of welfare politics. This is because it can promote the interests of citizen comparing with the pseudo governance and can lessen social expenses that are happened from conflictive governance. Civil groups, therefore, try to form collaborate governance base on their power and influence in the areas of organizing ability, specialization and collective action. In addition, civil groups contribute to make a culture of community on the basis of mutual communication and respect.
