본 글은 사회서비스 수급체계에서 관련 주체들의 역할 변화에 대해 고찰하였다. 사회서비스 정책 도입 이후 서비스 수급과정에 참여하는 제 주체들인 서비스 이용자와 서비스 제공인력, 서비스 공급기관 그리고 사회서비스 관리 주체인 정부의 역할 변화를 중심으로 살펴보았다. 일차적으로 사회서비스 이용자들의 적극적 행위자로의 참여의 과제가 도출되었다. 이를 위해 서비스 이용자의 성찰적 개인으로의 변화와 서비스 과정에의 조직적 참여방안을 찾는 일이다. 사회서비스 제공인력과 관련해서는 근로조건의 문제, 제공기관과의 관계 그리고 제공인력에 대한 정부의 정책과제 등을 다루었다. 사회서비스 제공기관은 사회서비스 이용자와 제공인력이 사회서비스의 공동생산자로 역할을 수행할 수 있도록 해야 한다. 사회서비스 제공에서 정부는 사회서비스 기획자 겸 조정자의 역할을 수행해야 한다. 동시에 사회서비스 대상자를 발굴 하고 선정하는데 주도적 역할을 수행해야 한다. 서비스이용자－제공인력－제공기관－정부 간 관계와 관련해서는 제공기관, 제공인력 그리고 서비스 이용자 간에 상호 선택권 부여, 각 주체들의 권리와 의무를 구체적으로 적시한 계약 그리고 사회서비스 지원기관의 필요성을 과제로 제시하였다.
Abstract
This paper focus on supply-demand system of social service and the main actors’ role change. Korean government designed a new social service policy with e-voucher since 2007. There are big changes in the main actors’ role and supply-demand system of social service since then. In this paper, four issues were discussed as follows. First, social service users must be participated with social service policy process as main actor. Then they do not participate as an individual level but collective level. Second, status of social service provider is changed as a wageworker. They also participate with social service policy process as main actor. Third, role of social service agency is also changed. Not only nonprofit agency but also profit agency may provide social service. Finally, the local governments must coordinate with social service programs. They should keep the quality of social services, too.
