지역격차 수준에 대한 인식과 그 영향 요인에 대한 연구: 수도권·비수도권을 중심으로

본 연구는 수도권-비수도권 사이에서 나타나는 지역격차에 대해 사람들이 어떻게 생각하는지 분석하는 것이 주된 목적이다. 본 연구는 상대적 박탈에 대한 선행 연구들을 바탕으로 지역격차에 대한 인식을 그 수용 수준과 격차 수준에 대한 인식으로 구분하여 측정하였다. 본 연구의 자료는 전국 20세 이상 성인을 대상으로 수집한 1,560명에 대한 조사결과다. 본 연구의 주요 결과는 다음과 같다. 첫째, 우리나라 사람들은 수도권과 비수도권 사이의 지역격차를 느끼고 있을 뿐만 아니라 정당하지 않은 것으로 생각하고 있다. 지역격차에 대한 상대적 박탈감은 특히 일자리, 교육, 의료서비스 영역에서 가장 큰 것으로 나타나고 있는데, 교육, 의료, 일자리는 생활을 유지하는 데 가장 중요한 분야라는 점에서 다른 분야에 비해서도 시급하게 비수도권에 대한 지원이 필요하다고 판단된다. 둘째, 지역격차에 따른 상대적 박탈감은 거주 지역에 따라 차이를 보인다는 점 역시 확인되었다. 지역격차에 따른 상대적 박탈감은 수도권 거주자에서 비수도권 거주자에 비해 낮게 나타나고 있다. 본 연구의 결과는 영 · 호남 지역갈등과 더불어 새로운 지역갈등의 가능성을 보여주는 것이라는 점에서 의미가 있다.
Abstract
Widening divide between Seoul metropolitan area and other regions has always been one of the most fundamental issues since industrialization of Korea. However, the epic center of social conflicts has been clustering into more and more clear differences between metropolitan-regional axis. The worsening developmental gaps between Seoul metropolitan and other regions has already evolved into the most important political issues affecting many of the major political voting results. This research is a trial how the accelerating discrepance are reflected in social consciousness of people. By constructing subjective deprivation indexes, we could compare and evaluate the degrees, contents, and legitimacies of regional inequalities. Relative deprivation on regional inequalities are especially severe in jobs, education, and health care areas. People living in regions, especially, who moved from capital area to regions are feeling more disadvantaged. This study also suggests political clacks along with developmental differences may eventually overshadow the regional antagonism between Youngnam and Honam regions. In order to overcome the potential political threats emerging from capital-region differences, more effective policies for balanced development are still very important.
