전후 유럽 소비자협동조합의 진화에 관한 연구: 환경변화에 대한 적응을 중심으로

본 연구는 1960∼1980년대에 프랑스 및 독일의 소비자협동조합(소협)이 사실상 붕괴되고 영국의 소협도 대폭 축소되는 위기를 겪은 반면에 북유럽 및 이탈리아의 소협은 지속적으로 발전하였다는 사실에 주목하여 두 가지 진화 경로의 차이를 초래한 원인을 분석하였다. 특히 1950년대 이후 유럽의 기술·시장·제도환경의 급격한 변화에 대응한 소협의 사업 및 조직 전략을 중심으로 살펴보았다. 노르웨이와 이탈리아와 같이 실용주의적 관점에 입각한 소협 조직들이 환경 변화에 보다 효과적으로 대응하여 지속적으로 발전하였음이 확인되었다. 또한 급격한 유통환경의 변화 시기에는 한 나라의 소협 조직 체계 내에서의 의사결정구조가 수많은 조합으로 분산되어 있거나 조합과 연합조직 사이의 갈등이 큰 영국 및 프랑스의 소협이 실패 및 쇠퇴의 경로를 밟아 왔다는 점이 확인되었다. 이러한 유럽 소협의 진화경로의 차이점에 대한 연구결과는 유기농식품 시장이 도입단계에서 발전해 온 우리나라 생협이 가까운 미래에 유기농식품 시장의 성숙단계로의 진입으로 인한 경쟁의 격화에 직면해야 하는 사업 및 조직전략의 수립에 적지 않은 시사점을 제공할 수 있을 것이다.
Abstract
Using the striking fact that the consumer cooperatives in France virtually collapsed and those in the UK also experienced significant decline whereas those in Nordic countries and Italy have continuously thrived since 1960s, this research analyzes factors affecting the diverging evolution paths of consumer cooperatives. In particular, it focuses on the business strategy and corporate strategy which were adopted by the consumer cooperatives of the four countries to the rapid changes in technology, markets and institutional environment which have occurred since the 1950s. It has been found that pragmatic organizational culture, centralized decision making structure, and a more clear division of labor between primary and secondary cooperatives help the prosperity of consumer cooperatives facing turbulent environments. The findings may inform the Korean consumer cooperatives of setting up business or organizational strategy in the mature stage of organic food markets which may approach in near future.
