공적 연금 적립금 운용에 대한 비교 분석: GPIF와 NPS의 대체 투자를 중심으로

초록

본 연구는 공적 연기금 운용의 주요 내용과 최근의 추세를 공적 연기금 운용의 다양성 관점에서 비교 평가해 보고자 한다. 핵심적인 비교 대상은 일본의 GPIF와한국의 국민연금(NPS)의 대체 투자이다. 비교 분석의 결과, NPS가 GPIF보다 대체 투자를 더 일찍, 더 적극적으로 추진함으로써 NPS의 기금 전체 운용이 GPIF 에 비해 대체 투자의 성과에 더 많이 의존하게 되었음이 확인된다. 본고는 대체투자의 확대가 공적 연기금(LP)과 사모 회사GP) 간의 접점이 넓어진다는 것을의미하며 이는 공적 연기금의 설명 책임의 약화, 공적 연기금 거버넌스의 공동화를 초래할 가능성이 높다고 우려한다. 대체 투자에서 철저한 사전 준비와 점검, 그리고 중간 관리, 나아가 대체 투자에 대한 공시 강화가 결정적으로 중요하다는점을 강조할 것이다.

Abstract

Until now, the total assets of major public pension funds have rapidly accumulated. Consequently, they have become major players affecting greatly not only the domestic, but also the global financial markets. This essay aims to provide a comparative analysis of the management of two public pension funds, GPIF and NPS. In particular, the alternative investments will be focused on. The alternative investments include portfolio investment in real estate, infrastructure, private equity fund and other assets, except the classical or traditional asset class, stocks and bonds. The major results of this analysis are as follows: First, as NPS began implementing the alternative investments earlier and more actively than GPIF, the overall performance of fund management in NPS have depended more heavily on the alternative investments compared to GPIF. Second, the increase in the portion of the alternative investments in fund management means the widening of the interface between the public pension of LP and the PE firms of GP. Consequently, it is compelling that it will cause the weakening of the accountability of NPS and GPIF and hollowing-out of the public pension governance.
