공적연금의 지배구조: 국민연금을 중심으로

국민연금의 연금기금 운용은 국민연금 사업의 장기적 안정성 유지뿐 아니라 우리나라 경제 및 자본시장에 미치는 영향이 매우 큰 중요한 문제이다. 따라서 국민연금의 효율적인 기금운용 지배구조를 갖추는 것은 국민연금 사업 및 국민경제를 위하여 필수적인 요소이다. 본 논문에서는 국민연금과 같은 확정급여형(DB) 공적 연금에서는 소유와 지배의 분리가 불가피하고, 따라서 최대한 효율적인 소유-지배의 분리 구조를 달성하는 것이 중요하며, 그 핵심은 수탁자(board of trustees)에 있음을 보인다. 그리고 국민연금에 있어서 수탁자에 해당하는 기금운용위원회의 독립성, 전문성, 책임성의 확보 및 기금운용본부의 위상 재정립이 국민연금의 기금운용 지배구조 개선의 필수 요소임을 보이고 있다.
Abstract
Pension fund management of the National Pension Scheme in Korea is a very important issue which has a significant impact on the national economy and capital markets in Korea as well as the long-term stability of National Pension Scheme. And effective and efficient governance is an integral factor for well-operated management of its pension fund. The separation of ownership and control is inevitable in the defined-benefit public pensions like the National Pension Scheme and therefore it is important to achieve the efficient separation structure between ownership and control, and the board of trustees is at the core of the structure. For the National Pension Scheme, enhancement of independence, expertise and accountability of the National Pension Fund Operation Committee and re-positioning of the Fund Management Center are key factors for the improvement of the governance of pension fund management of the National Pension Scheme.
