Abstract
This study provides a comprehensive assessment of the main outcomes of the Yoon administration’s housing supply policy over its first three years, evaluating planned volume, implementation strategies, and targeted groups, and proposing directions for future policy. The Yoon administration emphasized deregulation and incentives to accelerate private-sector housing supply. However, macroeconomic pressures-including interest rate hikes, inflation, rising construction costs, and a slowing construction market-significantly weakened private sector responsiveness. First, the annual housing supply reached 85% of the planned target. Nevertheless, compared to the Park and Moon administrations, annual supply declined by 25% nationwide and 46% in Seoul, with newly built units falling to their lowest level since 2013. Second, the housing supply policy remained incomplete due to political disruption, making performance evaluation and long-term impacts difficult to assess at this stage. Third, a supply-centric mindset resulted in unintended negative consequences, weakening housing safety nets for low-income households and diminishing equitable access to housing opportunities. Looking forward, housing supply policy must shift from a purely quantitative focus to a demand-responsive framework that considers who needs 168 동향과전망 124호housing, what type, in which locations, and by what means. Restoring a balanced housing ecosystem—where diverse actors serve the needs of various income groups—is essential. Public sector capacity must also be strengthened to monitor market conditions and ensure timely and balanced supply interventions. In particular, managing the entire delivery process—from permits to construction completion—should become a formal policy performance metric, incorporating proactive incentives for early starts and penalties for delays. While expanding housing supply alone cannot solve all housing challenges, careful planning of what, where, how, and how much to supply can help reduce the broader social and economic costs.
