Abstract
This paper critically examines the structural limits of South Korea's Sixth Republic and proposes an alternative civic-republican model of the 'Civic State.' Critically expanding upon neo-republican theories developed Pettit and Viroli, the study situates its arguments within East Asia's distinctive historical and geopolitical contexts, revisiting the region's small-state traditions and civil rights discourses. Drawing on East Asian small-state republicanism, Japan's Meiji-era civil rights constitutionalism, and the legacies of the Bandung Conference, the paper reclaims the principle of civil rights preceding state sovereignty and promotes a non-domination-based, mutually respectful order of republican governance. Domestically, the Civic State emphasizes the institutionalization of local sovereignty and federal decentralization to overcome centralized state structures, democratizing everyday life and fostering civic virtue. Externally, the paper proposes transcending the nation-state-centered Cold War division system by empowering local communities in Northeast Asia to build translocal solidarities with Southeast Asia and other regions, forming an 'Asian Res Publica' and envisioning new peaceful regional orders. The Civic State thus transcends the existing hegemonic order by offering a civic-republican international relations theory grounded in 'peace as non-domination.' It envisions an alternative political project where local sovereignty, federative structures, and transnational civic solidarity serve as the foundational pillars for a democratic transformation beyond the na- 84 동향과전망 124호tion-state. The paper ultimately argues for the Civic State as a long-term, transformative agenda combining local autonomy, federalism, and an Asian republican order capable of dismantling the entrenched division systems and fostering a just and democratic Asia.
