글로벌 공화주의 흐름은 세계화된 일국 공화주의, 국가 · 지역들의 연방-공화주의, 코스모폴리탄 공화주의 등으로 나타난다. 동아시아 협력론이 위기에 처한 속에서, 글로벌 공화주의는 세력권 균형 경쟁과 충돌의 가능성을 완화하는 대안적 관점을제공한다. 글로벌 공화주의의 지정(경) 전략은 국가의 주권 · 자립성을 제고하면서글로벌 위험을 관리하는 비지배적 경제 안보와 네트워크형 국가 연합의 방향성을제시한다. 경제 안보와 네트워크 질서의 핵심 전략으로, 한국-동남아 국가 연합을네트워크형 중간 지대를 형성하는 출발점으로 하면서, 여기에 남북 국가 연합 형성의 계기를 탐색 · 결합하는 방책을 제안한다.
Abstract
Global republicanism manifests in three forms: globalized national republicanism, federal republicanism across nations and regions, and cosmopolitan republicanism. Amid the crisis facing East Asian cooperation theory, global republicanism offers an alternative framework to mitigate the risks of balance-of-power competition and conflict. Its geopolitical (geo-economical) strategy emphasizes the creation of non-dominant economic security arrangements and networked coalitions of states. These coalitions addresses global risks while safeguarding national sovereignty and autonomy. As a central approach to economic security and networked order, global republicanism explores opportunities to establish a union between North and South Korea, leveraging a South Korea-Southeast Asia partnership as a foundational model. This strategy aims to create a ‘networked middle ground’ that bridges regional divides and fosters cooperative governance.
