본 연구는 공공기관의 지역 기여도 측정을 위한 지표 고도화와 이를 통한 사회적경제 지원체계 구축의 논리적 기반을 제시한다. 공공기관이 지역사회에 창출하는 사회적 가치를 체계적으로 측정할 수 있는 지표를 마련하고자, ESG-S 지표와 SVI 지표의 정합성을 분석하였다. 텍스트 마이닝 기법을 활용하여 두 지표의 키워드 빈도 및 연관성을 비교한 결과, 사회적 가치 평가 항목 간 상당한 유사성이 확인되었으며, 통합적 활용 가능성도 도출되었다. 또한 광역지방자치단체의 사회적기업 제품 구매 실적과 ESG 평가 등급 간 상관관계를 분석한 결과 사회적경제 활성화 수준과 ESG 평가 간 긍정적인 연관성이 나타났다. 연구결과는 공공기관의 지역사회 기여도를 평가하기 위한 측정 지표 항목을 제안함으로써 사회적경제 기반의 지역 균형발전 실현에 기여할 수 있는 정책적·실천적 사회적가치 측정기준의 기반을 제공한다.
Abstract
This study aims to enhance the indicators for measuring the regional contribution of public institutions and to present a logical foundation for establishing a support system for the social economy. To develop a systematic indicator for assessing the social value created by public institutions within local communities, the study analyzes the alignment between the ESG-S indicators and the Social Value Index (SVI). Using text mining techniques to compare keyword frequencies and associations between the two indices, the analysis reveals a high level of similarity among the evaluation items for social value, indicating the potential for integrated application. Furthermore, the study identifies a positive correlation between the performance of metropolitan governments in purchasing social enterprise products and their ESG evaluation ratings, suggesting a link between the level of social economy activation and ESG performance. The findings propose a set of indicators to measure public institutions’ contributions to local communities, thereby providing a foundational framework for policy and practical implementation of social value measurement to support regionally balanced development based on the social economy.
