남아프리카공화국(이하 남아공) 진실과 화해 위원회의 화해 사역이 갖는 한반도 평화에 대한 시사점

초록

남아공 진실과 화해 위원회(Truth and Reconciliation Commission, TRC)는 1948~1994년까지의 아파르트헤이트 시대를 극복하고 사회적 대통합을 이루기 위하여 작동하였다. 남아공 TRC의 화해 사역은 긍정적인 평가와 부정적인 평가를 동시에 받았다. 그러나, 이러한 평가에도 불구하고 진면교사와 반면교사의 모델로 TRC의 역할이 있음을 볼 수 있다. 본 연구에서는 TRC의 한계와 대사회적 통합에 역부족인 면들을 세 가지로 제시한다. 첫째, 백인 공동체의 사회적 공감대를 이끄는데 부족한 우분트(Ubuntu) 정신으로 노벨평화상 수상자(넬슨 만델라와 데스몬드 투투) 중심의 화해 분위기 주도이다. 둘째, 사법적 정의 집행이 없는 고백적 화해의 한계이다. 마지막, 남아공 시민사회 구성원들의 행동을 변화시키기에 부족한 TRC의 활동이다. TRC에 대한 본 논문에서의 평가 기준은 니콜라스 월터스포트의 ‘하나님의 정의’와 마셜 로젠버그의 ‘비폭력 대화’이다. 이 두 평가 기준으로 TRC를 평가할 때, TRC는 정의와 화해의 문제에서 한계를 보였다. 흑백 갈등 문제에서 해결실패의 원인을 제시하며, 그 근본적인 문제를 본 논문에서 분석해 본다. 마지막으로 TRC의 화해 사역 연구를 통해서 한반도 평화에 대한 시사점을 제시한다.

Abstract

The Truth and Reconciliation Commission(TRC) of South Africa worked to overcome the era of Apartheid from 1948 to 1994 and achieve great social integration. The reconciliation ministry of South Africa's TRC received positive and negative reviews. However, despite this evaluation, it can be seen that there is a role of TRC as a model for teacher, whereas a good teacher. In this study, there are three aspects that are insufficient for TRC limitations and social integration. First, with the spirit of Ubuntu, which is insufficient to lead the social consensus of the white community, it is led by the Nobel Peace Prize winners (Nelson Mandela and Desmond Tutu). Second, it is the limitation of confessional reconciliation without judicial justice enforcement. Lastly, it is an activity of the TRC that is insufficient to change the behavior of members of South African civil society. The criteria for evaluation of TRC in this paper are Nicholas P. Wolterstorff(1932∼now)'s "Justice of God" and Marshall B. Rosenberg(1934∼2015)'s "Nonviolent Communication". When evaluating TRC based on these two evaluation criteria, TRC showed limitations in the problem of justice and reconciliation. The cause of the failure to resolve the black-and-white conflict problem is presented, and the fundamental problem is analyzed in this paper. Through the TRC's reconciliation ministry study, implications for peace on the Korean Peninsula are presented.
