본 연구는 서울특별시의 노인복지주택 공급 지원에 관한 조례에 따라 공공형 노인복지주택의 최적 입지 선정을 다룬다. 연구에서는 서울시의 목표 주택 수를 충족하면서 비용을 최소화할 수 있는 최적의 위치를 결정하기 위해 수요 기반의 수리모형을 제안한다. 이 모델은 인구통계 데이터, 대중교통 및 의료시설과의 접근성 등 다양한 요소를 통합하여 최적의 입지를 결정하며, 추정된 수요를 바탕으로 한 전략적 입지 선정은 공실 문제를 해결하고, 노인 주거 복지 정책의 효과를 향상시킬 것으로 기대한다. 연구 결과에 따르면, 관련 조례를 적용할 경우 기존 매입 절차와 비교하여 비용이 절감될 것으로 나타났다. 본 연구는 서울을 대상으로 한 구체적인 사례 연구를 통해, 도시 환경에서의 입지 결정을 위한 데이터 기반 접근 방식을 제시함으로써 공공 복지 서비스 향상에 기여할 수 있을 것으로 기대한다.
Abstract
This study investigates the optimal location decision for public senior welfare housing in Seoul, driven by the provisions of the Seoul Metropolitan Government’s ordinance on the support for the supply of senior welfare housing. The research proposes a demand-based mathematical model to identify the most suitable locations for public senior welfare housing by minimizing costs while satisfying the targeted number of housing units. The model integrates various factors, including population demographics, proximity to public transportation and healthcare facilities, to select the optimal location. A strategic location selection based on estimated demand is expected to address vacancy issues, improve the effectiveness of housing welfare policies for the elderly. The findings suggest that applying the relevant ordinance is likely to reduce costs compared to the existing purchase procedure. This study contributes to the ongoing efforts to enhance public welfare services by providing a data-driven approach to location decision-making in urban settings, with a specific case study conducted in Seoul.
