최근 물류 산업에서는 친환경적 운영 방식이 확산되고 있으며, 특히 라스트마일 배송 과정에서 탄소 배출 저감을 위한 다양한 노력이 이루어지고 있다. 그러나 친환경 배송 방식 도입에 따른 사회적 편익을 종합적으로 평가할 수 있는 체계적인 방법론이 부족하여, 효과적인 정책 수립과 기업 전략 수립에 어려움이 있다. 이에 본 연구는 전기 카고바이크를 지속 가능한 라스트마일 물류 대안으로 도입할 경우의 사회적 편익을 평가하는 방법론을 제안하였다. 김천시 스마트그린물류 규제특구 사업 사례를 바탕으로 전기 카고바이크 도입 효과를 정량적으로 분석한 결과, 차량 소유비용 절감, 대기오염 저감, 소음 감소 등 다양한 사회적 편익이 발생하는 것으로 나타났다. 본 연구는 전기 카고바이크를 포함한 친환경 배송 수단의 도입 및 유관 정책 수립을 위한 방법론을 제공하며, 지속 가능한 도심 물류 시스템 구축을 위한 기초 자료로 활용될 수 있을 것으로 기대된다.
Abstract
The logistics industry is increasingly adopting eco-friendly practices, with a strong focus on reducing carbon emissions, particularly during the last-mile stage of parcel delivery. Despite this shift, there remains a gap in methodologies for assessing the societal benefits and broader impacts of implementing eco-friendly delivery methods, which hinders effective policy-making and business strategies. This study proposes a comprehensive methodology for evaluating the social benefits of introducing electric cargo bikes as a sustainable alternative in last-mile logistics. The methodology incorporates key factors such as vehicle operating costs, traffic accidents, air pollution, and noise, commonly used in transportation project assessments, to quantify the positive outcomes of cargo bike deployment. A case study of the cargo bike initiative in Gimcheon is used to validate the methodology, revealing significant potential social benefits. The findings of this research offer valuable insights for policymakers and industry stakeholders, providing a robust foundation for informed decision-making regarding the integration and management of cargo bikes in the logistics sector.
