Abstract

This article aims at exploring the characteristics and tasks of social enterprises which religion-based civil society organizations run through the case study of YMCA and YWCA. These two organizations have dealt with various social issues and at the same time have developed civic movements related to environment, ecology, female rights, consumer protection and so on. Social enterprise started basically from the viewpoint of social welfare like employment of the vulnerable groups, but it needs attention that the social enterprise of civil society organizations could do much for raising the publicness, not merely caring people in need. The enterprises of YMCA reflecting the characteristics of civil society organization are ‘Taegu Hope Bike’, ‘Taegu Sinchun Espace’, and ‘Kimhae Asia Culture Center.’ Those enterprises are improving the public benefits shared by whole society, creating environmental-friendly street, changing the abandoned river into ecological park, participating in many kinds of parades as well as performances, and opening large-scale festivals in order to invite public willingness. The one that reveals the characteristics of civil society organization among YWCA social enterprises is ‘Ansan World Mom’ employing bilingual migrants women ‘who graduate college.’ The most urgent to deal with multi-cultural issues is not employment of some disadvantaged groups, but a change of fundamental recognition diverting their underestimated status into respected educator. Such work increasing universal public interests of whole civil society is not easy job for general social enterprise to carry out; only the power of religion-based organizations like Kimhae and Taegu YMCA could be possible; it is certain that Taegu city and some other institutes might have aided them because of believing its power. The ways of ‘World Mom’ approaching to issues of migrants women also exhibit the power of YWCA which has accumulated the fruits of female rights movement, as religion-based civil society organization. The ethical problems revealed from the two social enterprises of TaeguYMCA may be more clearly brought out because they are based upon religious organization which requires more strict ethics and morality. It would be the significance and at the same time task of religion-based organization. This study confirms that power of religious background and vision of civil society organization enable to contribute to the enlargement of conceptual frames of social enterprise toward serving the common good.
