초록

본 연구는 다양한 중간지원조직을 통한 시민사회단체 지원 및 시민사회 활성화를위한 정책실험이 이루어지고 있는 서울 지역 중간지원조직들의 활동을 점검하는 것을목적으로 한다. 점검의 주된 초점은 서울 지역 시민사회단체들이 처한 현재 상태와 중간지원조직들의 지원활동이 효과적으로 조응하고 있는가 하는 것이다. 이를 위해 지역별 시민사회단체들의 건강성을 측정하는 시민행동지수(HASK CAI) 설문조사 결과와서울 지역 주요 중간지원조직들의 지원활동 사업들에 관한 조사결과를 활용했다. 분석결과 시민사회단체들이 겪는 가장 큰 어려움이 자원부족인 만큼 중간지원조직들의 지원활동 역시 사업비 보조를 중심으로 한 재정지원에 중점을 두고 있다. 역량강화와 관련해서는 활동가 교육·훈련과 조직 컨설팅이 시도되고 있지만 아직 활성화되지 못하고 있다. 기타 연결과 정보제공·연구 관련 활동은 아직 저발전 상태에 놓여있다. 향후 서울 지역 중간지원조직들은 자원부족의 문제를 극복하고, 지속적인 지원활동의 사회적 조건마련을 위해 시민사회단체 지원에 관심을 갖는 다양한 주체들을 연결하는활동에 중점을 둘 필요가 있다.

Abstract

This study aims to examine the condition of Civil Society Organizations (CSOs) and the aspect of support by Intermediary Support Organizations (ISOs) in Seoul, Korea. The focus of examination is that how the support by ISOs accord to the condition of CSOs. I applied the data from Civic Action Index survey for measuring the health of CSOs, and from a survey on the support activities by ISOs. In conclusion, the lack of resources is the hardest problem of CSOs, and then all ISOs implement financial aid, especially subsidies. For empowerment, ISOs try to counsel for organizations or training for staffs, but that is not enough to demand of CSOs. Besides, the support for linkage and information/research are on the underdeveloped stage yet. Hereafter, ISOs need to focus the support for linkage, because they overcome the lack of resources to support and making sustainable social condition by linkage among social agencies who are interested in supporting CSOs.
