시민사회에서 사회단체는 매우 중요한 역할을 하지만 한국의 사회단체에 대한 지식은 매우 부족하다. 사회단체에 대한 이해를 위해서는 무엇보다 우리 사회에서 사회단체가 어떤 형태로 존재하며, 어떤 위상을 차지하는지 등 전반적 지형에 대한 이해가 우선 필요하다. 2차례의 조사에서 수집된자료를 분석한 결과 사회단체는 양적으로 증가하고 있으며 사회단체의 전체적 영향력도 높아진 것으로 나타났다. 시군구 등 지역을 기반으로 하는 사회단체의 비중이 높아진 점도 긍정적인 변화로볼 수 있다. 그러나 사회단체의 양적 증가 속도는 2000년대 후반 들어 크게 느려졌다. 또 노동이나 환경 등 사회경제적 문제와 관련된 시민단체가 위축되는 등의 변화가 있었다. 이는 사회단체의밀도가 포화상태에 도달했기 때문이라는 주장도 있지만 2000년대 후반부터 나타난 사회단체에 대한 정치적 수용성의 저하가 중요한 원인으로 판단된다. 이러한 상황을 고려해 볼 때 사회단체는여전히 취약한 상황에 있으며 미래도 그다지 긍정적이지 못하다. 하지만 최근 등장한 사회적 경제에 대한 관심은 사회단체에 새로운 활력이 될 수도 있다.
Abstract
Though the role of social associations is crucial in civil society, we are lack of knowledge about them in Korea. For better knowledge on social associations, it is required to understand overall view of landscape of them in the society. From the analysis, some important fact have been found in the landscape of social associations. There are some positive signals about the future of social associations such as continuous improvement of social status of social associations in society or increase of local-based social associations in number. As the result of analysis shows, however, growth rate of establishment has been gradually declining since the late 2000’s. And some qualitative changes have been found such as declining proportion of associations concerning labor and environmental issues while welfare keep it’s position as an important issue. The change can be explained by lowered political acceptance of incumbent government and ruling party against some of social associations. The future of social associations do not seem to be optimistic but there is still the chance of revitalizing them as social economy come to the fore as a social issue of special interest.
