부산 경남지역 시민사회단체의 역량과 조건 연구 - 시민행동지수(CAI) 지표 비교를 중심으로 -

초록

본 연구의 목적은 한일장신대 SSK-NGO연구단이 자체개발한 시민행동지수(HASK CAI)를 이용해 부산 경남 시민사회단체들의 내부역량과 외부조건을 분석하고 지역 및한국 시민사회 발전에 필요한 함의와 과제를 도출하기 위한 것이다. CAI는 한국적 맥락에서 중요하다고 판단되는 사회운동성, 지속가능성, 환경적응성, 정치 ‧ 제도적 조건 등4가지 차원과 각 차원에 해당되는 28개 지표들로 구성되어 있다분석 결과 부산 경남 시민단체들은 사회운동성을 제외한 3개 영역에서 모두 취약성을 드러냈으며, 이는 전국대상 분석결과와 동일한 경향성을 보였다. 특히 외부환경에 해당되는 정치 ‧ 제도적 조건은 4개 차원 중 최하위 점수를 얻었다. 이는 1987년 6월민주항쟁 이후 민주화의 진행과정에서 급성장한 한국 시민운동의 특징을 잘 반영한것으로서, 시민운동의 미래를 가늠할 수 있는 지속가능성과 환경적응성, 그리고 중앙 ‧ 지방 수준의 정치 ‧ 제도적 조건의 악화는 시민사회단체의 전망을 어둡게 하는 요인이다. 또한 부산 경남의 각 차원별 점수는 모두 전국평균에 미치지 못해 다른 지역에 비해 내 ‧ 외부역량이 상대적으로 미흡하다는 것을 알 수 있다. 시민사회의 성장과 발전은 단체의 자구노력과 외부조건의 상호작용을 필요로 한다는 점에서 부산 경남지역시민사회단체와 지방정부의 적극적 대응책이 요구된다. 정책적 . 실천적 과제로 ‘풀뿌리단위의 광범한 시민참여와 회원 확대’, ‘사회적경제관련법들과 형평성을 맞춘 시민단체지원법제 개선’, ‘공익활동 활성화를 위한 자치법규의 제정과 지역 거버넌스 확대’, ‘개인화 . 탈조직화 . 세대 및 이념갈등에 대한 단체의대응력 제고’, ‘저항 및 소통의 전략 동시지향’ 등을 제시하였다.

Abstract

This paper intends to analyze the internal capability and external opportunity of civil society organizations in Busan, South Geyongsang Province, using the Civic Action Index(CAI) which is independently developed by a group of researchers and identifies tasks and implications for further development of the civil society in the region and in Korea. CAI is composed of 28 indicators at four areas of social activism, sustainability, adaptability, and opportunity, which are regarded as critical elements in Korea. The outcome of the analysis indicates that civil society organizations in Busan, South Geyongsan Province are vulnerable in three areas, but not in the area of social activism, and shows the tendency same as the nation-wide analysis. The civil society organizations, in particular, marked the lowest in the opportunities. This reflects the characteristic of the Korean civic movement, which has dramatically developed in the process of democratization in the wake of democratic contention in June 1987. The fact that the indexes in the adaptability and sustainability are low may cast a dark shadow over the prospect of civic groups because these two areas may serve as a barometer of the future of civic movement. For this matter, civil society organizations and local governments should actively deal with it together because the growth and development of civic groups are largely dependent on both the self-effort of the groups and external conditions and support. Finally, this paper suggests ‘expansion of citizen participation and membership’, ‘improving civic group supporting-related laws that need to be in line with other social economy-related laws’, ‘the Legislation of the Ordinance for supporting civic movements’, ‘strengthening the capacity to tackle the individualizationㆍdisorganizationㆍgenerational and ideological conflicts’, and ‘pursuing strategies of resistance and communication at the same time as approaches for policy and action plans.
