경기도의 시민사회, ‘87체제’의 대안인가? - CAI로 분석한 경기도의 시민사회 -

Abstract

This paper describes and analyzes the ability of Gyeonggi-do's Civil Society Organizations (CSO), based on the Civic Action Index (CAI) which was developed by the SSK NGO Institute of Hanil University. It is the comparison of the CAI of the Civil Society Organizations of Gyeonggi-do from the national wide. Both CSOs revealed only an insignificant difference. On the other hand, by the analysis of the five largest cities of Gyeonggi-do, small but substantial differences were found. The city Ansan, which was planned as a new town and industrial complex since the mid-80s, received in all 4 sections the highest level. Suwon and Seongnam, where both mayors are former civic activists, reached the same higher level. The urban-rural consolidated cities Goyang and Yongin, where the urbanization started relatively late, achieved the lowest level. Through these differences, a newly developed and designed civil society in Gyeonggi-do is observed. This development, which was especially visible in Ansan and Seongnam, is a result of an early-activated citizen's engagement. This analysis shows the formation process of the Korean civil society. Through empirical and positivistic research method of this study, the key elements such as the formation condition and the formation process of the civil society and citizens' movement, the transformation of the new social movement and the Korean citizens' movement could be detected, which was not capturable through qualitative and normative research methods. Where citizens' movements are activated and strong, a reformative civil society will be formed and realized good governance. The opposite is the development of a more moderate and controlled governance by bureaucracy.
