본 연구는 최근 한국사회에서 활발히 전개되고 있는 인터넷을 기반으로 하는 집단행동의 동학을 분석하고자 하는 의도에서 작성되었다. 구체적으로는 인터넷 집단행동의 장점과 단점을 비교분석하여 효과적인 집단행동의 기제로서 인터넷의 잠재적 가능성을 분석하여 그 정치적 함의를 제시하고자 한다. 연구 결과, 인터넷 집단행동은 전통적인 집단행동에 비해 여러 장점이 있는 것으로 확인된다. 인터넷 집단행동은 개인과 집단의 이익을 효율적으로 조정·배분하고 비용과 시간의 절약, 신속함, 의제설정 방식과 정책결정과정의 시민참여의 확대를 제고하는데 기여하고 있다. 특히, 인터넷 집단행동은 자발적인 참여의 확대로 인해 집단행동의 딜레마를 어느 정도 해소해 줄 가능성을 발견했다. 그렇지만 인터넷 집단행동 역시 인간에 의한 행위이기 때문에 무임승차자의 문제나 익명성으로 인한 책임 없는 집단행동 등은 기존에 발견되지 않는 새로운 딜레마로 등장했음을 확인할 수 있었다. 그런 이유로 아직 인터넷 집단행동은 새로운 가능성과 함께 한계로서 본질적인 집단행동의 딜레마 해결과 협력과 조화의 방향을 모두 제시하지는 못하고 있다.
Abstract
This study attempts to analyze various Internet collective action cases and explain the political possibility and implications in Korea. Using the logic of collective action and cooperation theory, this paper analyzes dynamism of cyber civil society and democratic development of Internet collective action. The case study showed that it contained various results. The Internet collective action has merits, as compared with traditional off line collective action. The Internet makes lower transaction cost for collective action and enlarges civil participation on political and social issues. Therefore the Internet collective action, caused by voluntary participation and cooperation, solves the dilemma of collective action, such as transaction cost, method of participation and free rider.
