2005년 11월 2일 주민투표를 통하여 경주가 중‧저준위 핵폐기장 부지로 확정됨으로 안면도, 굴업도, 부안으로 이어져 왔던 핵폐기장 부지선정이 일단락된 것으로 보일 수도 있다. 그러나 핵폐기장 추진의 방식과 절차에 있어서 19년 동안 정부는 근본적으로 바뀐 것이 하나도 없이 끊임없는 사회갈등과 지역공동체의 파괴를 일삼았을 뿐, 거듭되는 실패에도 불구하고 근본적인 대책보다는 임시방편식의 정책결정과 부도덕한 방식의 편법을 동원하여 강행하기에만 급급하였다. 외국의 여러 나라들처럼 우리 역시 ‘사용 후 핵연료’의 처리 방식과 처분을 위한 부지를 확보하여야 하기 때문에 핵폐기장 문제는 아직 마무리 되지 않았다. 그러나 정부의 신뢰는 이미 회복하기 어려운 큰 상처를 입었으며, 너무나도 깊고 심각하기조차 하다. 해결방법은 핵발전 정책 그 자체를 포함한, 중‧저준위 폐기장조차 아우르는 공개적이고 투명한 사업의 추진으로, 이미 다수의 나라가 이러한 방식을 선택하였고 추진하고 있다.
Abstract
Nuclear waste disposal issue which faced strong resistances in Anmyeon Island, Gureop Island, Buan and so on can be seen as if everthing had finished well as on November 2nd, 2005, Gyeongju City won the bid for a low and medium level nuclear waste dumpsite after holding a local referendum. However, the process by which the government has chosen sites has been fundamentally the same for 19 years. For this period, the government has caused social conflicts and destroyed local communities. Despite repeated failures, rather than fundamentally changing their policies or methods of site selection, the government has pursued immoral means of forcing communities to accept the nuclear waste dumps such as exaggerating economic development illusion with huge amount of subsidy, 300 billion won (approx. $300 mil.), instead of transparency policy process with scrupulous investigation to guarantee the safety of a nuclear dump site. The nuclear waste problem has not been solved in Korea because like many other countries, we also have to find the site and method to treat spent nuclear fuel. The government is trying to solve this problem through public consensus-making, but the government’s credibility has already been damaged beyond repair. There is only one solution. Open and transparent decision-making is necessary for nuclear power policy, including low and mid-level nuclear waste dumpsites as if other many countries already chose and have implemented.
