한국에서 자산 및 소득의 이중적 불평등: 국제 비교 관점에서 본 한국의 불평등 구조의 특성

초록

이 연구는 선진자본주의사회들에서 자산불평등도와 소득불평등도가 일반적으로어떤 관계에 놓여 있는지를 분석하고, 한국에서 자산불평등과 소득불평등의 다중격차 구조의 특성을 도출하는 것을 목표로 한다. 이 논문의 주요한 발견은 다음과같다. 첫째, 한국의 2000년대 주택가격 변동의 심각성은 주택가격 자체의 상승률보다는 소득 대비 주택가격이 대단히 높다는 데서 찾을 수 있다. 즉, 한국에서 주택자산의 불평등이 초래하는 고통은 소득불평등의 악화와 사회보장의 결핍이라는 또다른 차원의 문제를 함께 고려할 때 온전히 이해될 수 있다. 둘째, 대부분의 선진자본주의 국가에서 자산불평등과 소득불평등은 어느 한쪽의 상대적 불평등이 다른한쪽의 상대적 평등에 의해 상쇄되는 패턴을 보여주는 데 반해, 한국에서는 2000년대 이후 자산불평등과 소득불평등의 동반 상승으로 임금소득과 가계자산 중 어느쪽으로도 경제적 필요를 충족하기 힘든 이중적 불평등 구조가 심화되고 있다. 그러므로 거시적으로 소득·자산·복지의 세 차원을 함께 시야에 넣는 정책적 로드맵이필요하며, 특히 저소득, 무주택, 복지 사각지대라는 최악의 존재 조건에 처한 인구층을 위한 특별한 대책이 요구된다.

Abstract

This study aims to analyze the general pattern of relationships between asset inequality and income inequality in OECD countries, and to specify the particular features of inequality structure of South Korea. Major findings of this paper are as follows: First, from the perspective of inequality studies the most serious aspect in the housing booms in Korea of the 2000s did not lie in the increase of housing price as such, but in the exacerbation of price-to-income ratio which was more radical than many other countries. Second, most countries analyzed in this study showed a pattern that either relatively high asset inequality is counterbalanced by relatively low income inequality, or vice versa. In Korea, however, both asset inequality and income inequality have been increased sharply during the 2000s, which led to the consolidation of a dual inequality structure in which many households neither can meet their economic needs by their ordinary incomes nor by asset-based welfare. Policy alternatives should therefore consider the relationship of income distribution, asset distribution, and social welfare at the macro level, and shed particular attention to those social groups who are in a precarious situation in all dimensions.
