본고는 주택을 포함한 자산불평등에 대한 실증연구다. 한국의 자산불평등은 2016년을 저점으로 하여, 이후 심화되는 양상을 보인다. 샤플리값 분해를 통해 자산불평등의 요인 기여도를 분석한 결과, 총자산의 경우 총소득, 주택소유여부, 주택자본차익, 총부채, 연령 순으로, 그리고 부동산자산의 경우 주택소유여부, 주택자본차익, 총소득, 총부채, 연령 순으로 나타났다. 또한 소득분위별로 DSR 규제를 강화하는 시나리오를 통해 부채 변화가 자산불평등에 미치는 영향을 분석한 결과, 소득 5분위에 대한 DSR 강화는 부채 레버리지를 통한 자산 취득을 제약하여 자산불평등을 개선시키지만, 다른 소득분위에서는 자산불평등을 심화시키는 것으로 나타났다. 따라서 이 연구는 자산불평등에서 주택자본차익과 부채의 역할에 주목한다. 이외에도 자산불평등 완화에 있어, 양도차익과세, 차등적인 DSR 등 차입규제가 유의미함을 지적한다.
Abstract
This paper is an empirical study of wealth inequality, including housing. We find that wealth inequality in Korea was at a low point in 2016 and has been increasing since then. We analyze the contribution of factors to wealth inequality through Shapley value decomposition method and find that total income, home ownership, housing capital gains, total debt, and age are the main contributors to wealth inequality in total assets, and home ownership, housing capital gains, total income, total debt, and age are the main contributors to wealth inequality in real estate assets. The study also analyzes the impact of debt changes on wealth inequality under the scenario of stricter DSR regulation by income quintile, and finds that stricter DSR for the highest income quintile reduces wealth inequality by constraining asset acquisition through debt leverage, but increases wealth inequality for other income quintiles. Therefore, this study focuses on the role of housing capital gains and debt in wealth inequality. In addition, we find that capital gainstaxation and differentiated borrowing regulations such as DSR are important in reducing wealth inequality.
