정부의 기부금품 모집제도 운용 현황 및 비영리조직의 활용실태와 제도에 대한 인식 연구

본 연구의 목적은 현행 기부금품모집제도의 운영현황과 비영리조직에서의 활용실태 및 제도에 대한 평가적 인식 조사결과를 바탕으로 제도의 개선방안을 제시하는 것이다. 이를 위한 연구수행 내용과 분석자료는 다음과 같다. 첫째, 2015년과 2016년 6월 기준, 행정자치부 등록 38개 및 23개 사업과 광역시·도 등록 229개 및 145개 사업에 대한 2차 자료에 대해 모집목표액, 등록사유, 모집기간, 사용기간별 현황을 분석한다. 둘째, 위 등록단체를 포함하여 243개 비영리조직를 대상으로 온라인 설문조사를 실시하여 수집된 86개 사례에 대해 모집등록 경험과 제도의 정책목표달성 기여도, 현 제도의 운영문제점 및 제도개선에 대한 의견을 분석한다. 분석결과 등록대상 모집사업 범위의 모호성, 제도운용의 행정상 비효율 및 비영리조직에 대한 과다규제, 정부의 형식적 관리, 비영리조직 및 대중의 낮은 인지도 등의 문제가 발견되었다. 모집등록과 사업보고 등의 정책수단들이 기부금품모집제도의 목적달성에 기여하는 정도에 대해서는 부정적 인식 경향이 발견되었다. 위와 같은 연구결과를 통해 다음과 같은 정책제언을 하였다. 첫째, 기부금품모집제도와 유사한 목적의 제도인 공익법인 공시제도 및 법정·지정기부금단체 공시제도와 연계하여 적용대상을 합리적으로 재조정한다. 둘째, 정부 및 지자체는 모집등록 및 사용완료보고 등록에 대한 정보공개와 함께 실질적인 모니터링과 사후조치에 대한 결과 역시 공개해야 한다. 셋째, 모집사업 범위의 구체성 및 모집가능 공익사업에 대한 판단기준과 새롭게 등장하는 모금전략들을 포괄하는 동시에 보고양식과 절차적 수단을 간명히 하는 방향에서의 제도적 정비가 필요하다.
Abstract
The purpose of this study is to suggest ways to improve the system based on the present status of fundraising regulation system, and the utilization status in non – profit organization. The research contents and analysis data are as follows. First, as for the second data of 38 and 23 projects administrative registration and metropolitan city registration 229 and 145 projects as of 2015 and June 2016, the target value for registration, reason for registration, Respectively. Second, for 86 cases collected through online surveys of 243 nonprofit organizations including the above registrants, difficulties in recruitment registration and system utilization, nature of the system and contribution of the system to achieve the policy goal, And to analyze the opinions on the operational problems and institutional improvement. As a result of the analysis, problems such as the ambiguity of the scope of the registration project, the administrative inefficiency of the system operation and the redundant regulation on the nonprofit organization, the formal management of the government, the nonprofit organization and the low public recognition were found. Based on the results of the analysis, it is suggested that the proposed system does not contribute much to the achievement of the fundraising regulation system. First, in conjunction with the disclosure system of the public corporation, which is a system similar to the system for collecting donation money, and the system of public disclosure of statutory and designated donations, the object of the application is rationally reorganized. Second, governments and municipalities should strengthen the practical monitoring and follow-up measures, together with the disclosure of information on enrollment registration and use completion report registration. Third, the government 's criteria for public interest projects and the self - regulation system of nonprofit organizations are also needed. Despite the limitations of the research scope and data collection, this research has significance as an empirical study of data base on fundraising regulation system.
