영화산업노동조합의 노동조합 전략(union strategy) 분석: 외적 연합(external allies)을 중심으로

초록

2005년 12월에 결성된 전국영화산업노동조합(이하 영화노조)은 한국 영화산업의고용구조를 전근대적인 도제식 관행으로부터 좀 더 합리적인 형태의 자본주의적노사관계로 변화시키기 위해 노력해왔지만, 프로젝트형 노동시장의 특성으로 인해조직화와 조직의 유지에 있어 어려움을 겪어왔다. 영화노조는 지난 9년간 자신들의조직적 한계를 인지하면서 경제적 환경의 변화, 사용자단체의 비협조적 태도 및대표성 약화와 같은 자신들을 둘러싼 다양한 위협의 요소에 대응하는 한편, 정부와대중매체의 관심이라는 정치적 기회를 이용하면서 노동조합의 전략을 변화시켜왔다. 이러한 전략의 변화는 외적 연합(external allies)의 확장을 통한 영화노동자들의경제적 권리보장을 위한 시도로 정의될 수 있을 것이다. 흥미롭게도 영화노조가선택한 연합의 주요 대상은 사회운동조직이나 외부노동조직이 아니라 문화체육관광부를 비롯한 정부부처, 국회 그리고 거대 투자사들이었다. 영화노조는 이들과의연합을 통해서 재원을 확보하고 법안을 발의하고 단체교섭의 효력 확장을 도모함으로서 영화노동자들의 복지향상과 노동권 확보라는 목표를 실현하고자 한다. 영화노조의 노동조합 전략을 살펴보는 것은 신자유주의의 맥락 속에서 형성된 자본우위의 구조 속에서 노동조합이 택할 수 있는 전략적 선택의 가능성을 살펴볼 수있다는 점에서 그 의미가 있다고 하겠다.

Abstract

Since December 2005, when Federation of Korea Movie Worker’s Union(FKMWU) was founded, Korean film industry has gone through the processof changing the existing employment structure, which was influenced by thepre-modern style employment relationships, into the modern capitalist laborrelations. However, FKMWU is still having a hard time to organize and protecttheir members because the labor market structure in the film industry isformed by the individual project. Despite the difficulties in managing the unionfor the last 9 years, FKMWU, which recognized its organizational weakness,responded to the threats to its organization, such as the changes in economicenvironment, KFPA(Korean Film Producers Association)’s unfavorable attitudetoward FKMWU at the collective bargaining, and KEPA’s disqualification asa bargaining partner, while it used political opportunities offered by the politicians,government, and the mass-media. The new union strategies thatFKMWU took can be defined as an attempt to obtain film workers’ welfareand labor rights through the external allies with organizations outside theunion. Interestingly, the organizations that FKMWU selected for the externalallies were not social movement organizations and other unions, but governmentministries, members of the national assembly, and huge investmentcompanies. FKMWU tried to achieve film workers’ welfare and labor rightsby securing financial resources, initiating a bill, extending the validity of thecollective bargaining through the external allies. Through examining thechanges in union strategies by FKMWU, we could see the possibilities of strategic choices made by Korean unions in the pro-business environment influencedby the neo-liberalism.
