Abstract

This article analyzes the possibilities for collective representation of artists in Korea. High job insecurity is characteristic of creative work as workers and artists have short-term, intermittent jobs that are poorly paid with low benefits. Weak institutional arrangements for employment protection of creative workers combined with lack of collective representation makes their working condition poorer. This articles pays attention to self organizing efforts of creative workers, and analyzes the dynamics and prospects of new alternative unionism in their movements. The tripartite agreement in Korean movie industry indicates a new form of open source unionism that is inherent in the strategy of the Federation of Korean Movie Workers’s Union(FKMWU), which is distinguished by its organizing and representing activities for both the union members and non-members, and by its emphasis on representing workers in the external labor market. This alternative form of collective representation can be the benchmark for the newly emerging quasi-unions in cultural industries. The FKMWU and those new unions also attempt to improve working condition by engaging in political action. The approach is effective for freelances and contingent workers as the employment classification of these workers limit the effectiveness of workplace-based collective bargaining. Hence, in order to change employer and government policies, the FKMWU and other cultural ‘unions’ should develop some form of pressure that could be an effective political lever for collective action.
