Abstract

This study focuses on the process by which regional festivals—promoted as a means to revitalize island regions—are being reorganized based on localism. Island communities are facing the collapse of communal structures and settlement foundations due to rapid population decline. In response, this research begins with the premise that local actors must take initiative in resolving regional issues, and analyzes both the potential and practical limitations of regional revitalization. Although past revitalization projects have seen limited participation from the private sector, the restoration of regional identity requires the establishment of a self-sustaining local ecosystem, underscoring the critical role of private stakeholders. Accordingly, this study highlights that regional images and identities are continually reconstructed in response to changes in the social environment. It argues that for successful revitalization through local festivals, strategies must go beyond mere economic development to embrace a “politics of identity”—respecting and promoting the unique identity of each region to secure legitimacy. To explore these dynamics, the study conducts qualitative research—utilizing data collection, field observations, and in-depth interviews—on the case of Shinan County’s “One Island, One Garden” policy. Through this, it examines both the limitations and possibilities of revitalizing island communities.
